About this file
This document provides justification for a sole source procurement. The Department of the Navy Naval Supply Systems Command is soliciting upgrades to the Nauticus system under solicitation number N0018923Q0469 as a sole source contract. The solicitation seeks additional upgrades from the incumbent contractor who developed the original Nauticus system to ensure system compatibility and prevent disruption to existing Navy functions that rely on the platform. Product delivery and implementation is required by September 2023 to meet Navy operations timelines. Pricing will be determined through negotiations with the sole source contractor given their proprietary experience and knowledge of the customized software.

Description of the supplies or services required, the estimated price/cost, and required delivery date.
United States Fleet Forces Command (USFFC) is developing planned upgrades to the U.S. Navy Stewards of the Sea stationary environmental outreach exhibit. The stationary exhibit was finalized in 2014 and is located at the Hampton Roads Naval Museum in the Nauticus Maritime Museum, Norfolk, VA. The purpose of the updates is to clarify and add to the quality of the existing exhibit, make the exhibit more user-friendly, update content to most current information available, and replace broken or ineffective systems. Estimated cost is $70,000.00.
Delivery of the completed exhibit upgrades shall be no later than nine (9) months after contract award.
Describe in detail why only this source can furnish the requirements to the exclusion of other sources.
(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
The procurement is for an upgrade and expansion to existing Navy museum exhibits that Blair Inc. is uniquely qualified and capable to execute. Familiarity with the style, design, and content of the U.S. Navy Stewards of the Sea stationary environmental exhibit is necessary to meet the performance standards in the scope of work.
Blair Inc. has successfully and satisfactory completed a portable exhibit and a traveling exhibit that reflect the upgrades and modernization that is needed at the Stewards of the Sea environmental exhibit.
The U.S. Stewards of the Sea environmental exhibit is unique in its equipment and content. In 2014, USFFC developed the U.S. Navy Stewards of the Sea stationary environmental exhibit to educate the public about marine species monitoring efforts, at-sea waste processing, and protective measures implemented during naval training and testing activities. The exhibit NAVSUPINST 4200.85D, Encl (1) 2 of 4 contains hands-on activities and games, wall-paneled displays, and six computer interactives including “Big Eye” binoculars and sonar dome. The contractor that fabricated the permanent exhibit dissolved after the exhibit was built. Blair Inc.
has visited the exhibit multiple times while developing the portable and traveling exhibits to ensure continuity in appearance and branding. Their prior knowledge of the exhibit reduces a substantial duplication of cost for the Government.
In 2015, USFFC developed three portable environmental outreach exhibits for Navy personnel to use during outreach events. The portable exhibits are a scaled-down version of the U.S. Navy Stewards of the Sea permanent stationary exhibit to include the identical style, design, and content of the stationary exhibit. The contractor that fabricated the portable exhibits was Blair Inc.
In 2016, USFFC developed a semi-permanent traveling environmental museum exhibit to be displayed in
Navy and civilian maritime museums. The exhibit is a scaled-down replica of the U.S. Navy Stewards of the Sea permanent stationary exhibit located at the Nauticus Maritime Museum and includes the identical style, design, and content of the stationary exhibit. Additionally, the contractor had to construct an identical version of the “Big Eyes” and replicate the displays at the Nauticus Museum. The contractor that fabricated the traveling exhibit was Blair Inc. Most significantly, needed programming and functional upgrades of the “Big Eyes” requires significant knowledge and understanding of their function. In the process of designing and building the traveling exhibit, Blair Inc. has already developed much of the material, branding, and experience needed for the upgrade to the permanent environmental exhibit, which would greatly reduce the cost to the Government.
In 2016, BOS Logistics, Inc. was awarded a service contract to deploy, install and disassemble the USFFC traveling environmental museum exhibit to eight Navy and civilian maritime museums in 2016 and 2017. After the first install BOS Logistics, Inc. hired Blair Inc. to perform the services under the contract. BOS Logistics, Inc. chose Blair Inc. because Blair Inc. fabricated the portable and traveling environmental exhibits consistent with the U.S. Navy Stewards of the Sea stationary environmental exhibit and is extremely familiar with the exhibit equipment, content, and branding. Previous contract was awarded on 11 May 2022 to Blair, Inc.
The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
The U.S. Navy “Stewards of the Sea: Defending Freedom, Protecting the Environment” stationary environmental outreach exhibit educates the public about marine species monitoring efforts, at-sea waste processing, and protective measures implemented during naval training and testing activities. The stationary exhibit was finalized in 2014 and is located at the Hampton Roads Naval Museum located in Nauticus in Norfolk, Virginia. All upgrades to the Stewards of the Sea environmental exhibit must be contained within the existing exhibit footprint, as well as be consistent with the style and design of the exhibit executed by Blair Inc.
The following are planned upgrades: replace touchscreen for “Protective Measures Assessment Protocol” interactive; replace two touchscreens for “What’s Happening in the Ocean” interactives; replace TV and install three new curved façades for “Navy entrance”; replace two touchscreens for “Sonar Tech” interactives; replace touchscreen for “Stewie Gallery” interactive; replace three video displays for “Research” panels; replace video display for “Science of Sound”; and replace digital picture frame for “Plastic Waste Processing”. These updates to the stationary exhibit will ensure longevity of the exhibit.
These are "direct replacement" parts/components for existing equipment.
The majority of the effort is to replace existing wall panels and equipment, using the existing infrastructure for installation. New wall panels are to be constructed to exactly replace the existing panels. Additionally, some of the existing equipment has malfunctioned. The contract requires direct replacement of numerous electronic equipment, to fit in the existing exhibit structure that Blair Inc. put in place.
