1. SCOPE STATEMENT
The contractor shall provide all professional services necessary to replace five HVAC units at the Coastal Plains Soil, Water, and Plant Research Center in Florence SC.
The contractor shall include all services and field labor, equipment (including cranes, rigging, and digging equipment if needed), materials, testing and personal protective equipment necessary to perform the work.
Government restroom facilities will be available for contractors during construction activities.
No other Government equipment or services will be available for use by the contractor.
1.1. Base Bid
The contractor shall provide a detailed proposal and cost breakdown for the entire project as specified in this statement of work.
The cost estimate shall be presented in a MS Excel spreadsheet that is fully functional with formulas intact for ARS analysis of the bid. The proposal shall be submitted in MS Word.
Neither type of documents will be password projected. Contractor may additionally submit their proposal in .pdf format.
The base bid shall include descriptive literature and written specifications for all materials and equipment included in the quote.
1.2. Site Visit
Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
Contractor is responsible for inspecting the site and ensuring compatibility of all materials and equipment.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be completed at www.sam.gov/portal/public/SAM
2. CODES AND STANDARDS
Applicable Codes and Standards apply and are not limited to the following:

All work must meet ARS 242.1M “ARS Facilities Design Standards” for the defined scope of this project in addition to meeting all Local, State and Federal codes, and latest IBC codes. The document is attached electronically as a separate PDF file.
3. PROJECT REQUIREMENTS
The objective of this project is to replace five existing packaged heat pump units on several office structures at the Coastal Plains Soil, Water, and Plant Research Center in Florence SC.
Existing HVAC units on the main building, office trailer #2, and quad mobile offices are past their expected service live and inefficient. The contractor shall replace the units identified in this documents with newer more efficient units according to the specifications in this document.
Contractor shall recover R-22 refrigerant and dispose of the old unit in accordance with local, state, and federal laws and regulations. Contractor shall properly seal and finish the walls and/or floors where penetrations are made or where new units are mounted.
3.1. Replace One HVAC Unit at Mobile Office #2
Contractor shall furnish all equipment, materials, and labor to install a new energy efficient wall-hung packaged heat pump unit for the Mobile Office 2. The new heat pump unit shall be the same size and capacity as the existing unit and include the following design aspects:
• R-410a refrigerant
• 11.2 EER /8.2 HSPF (minimum)
• ENERGY STAR-qualified or FEMP-designated
• Include electrical strip heater
• Include new electrical disconnect
The existing heat pump unit is:
• Bard model: WH483-A10
• Serial number: 236HO21739299-02
This existing Bard unit is wall-mounted on the southwest side of the building, and shall be replaced with a new wall-mounted unit requiring no modification of the existing duct system.
3.1.1. Electrical for Mobile Office #2
The contractor shall provide a new programmable thermostat (5+2 day).
The heat pump shall include electrical strip heat properly sized for this application.
The contractor shall supply and install a new electrical disconnect, and remove the old electrical disconnect. The contractor may use the existing electrical supply provided it is properly sized for the new unit.
Contractor shall provide and install all wiring, conduit, disconnects and breakers in accordance with local, state, and national codes.
3.2. Replace Two HVAC Units in Building-1
Contractor shall furnish all equipment, materials, and labor to install new energy efficient split heat pump units for Building-1 (conference room and lunch room). The new heat pump systems shall be the same size and capacity as the exsting system and include the following design aspects:
• 15 SEER/12.5 EER /8.2 HSPF (minimum)
• ENERGY STAR-qualified or FEMP-designated
• Include electrical strip heater
• Include duct smoke detectors
• Include new electrical disconnect
• Minimal modification of the existing ductwork
• Include solenoid valve to control liquid refrigerant flow
Both existing units have refrigerant lines that run approximately 100 ft, including 15-20 ft. of the line underground. New refrigerant lines shall be installed with proper insulation and the buried portion of the refrigerant lines shall be installed in Schedule 40 PVC pipe of appropriate size for the copper refrigerant lines and insulation. Conduit shall terminate aboveground near the condenser unit concrete pad and within the metal chase mounted on the outside wall of building-1. The liquid refrigerant line shall include a new solenoid valve to control liquid refrigerant flow.
3.2.1. Conference Room:
The existing heat pump system for the conference room is:
• Carrier model #FE4ANF005 (serial #1605A77378) air-handler
• Carrier model #38EYG048500 (serial #1505E23724) condensing unit
3.2.2. Lunch Room:
The existing heat pump system for the lunch room is:
• Carrier model number FX4CNF030 (serial number 0106A70622) air handler unit
• Carrier model number 38EYG024300 (serial number 4705E09335) condensing unit
3.2.3. Electrical for Building-1
The contractor shall provide a new programmable thermostat (5+2 day) for each system.
The heat pump shall include electrical strip heat properly sized for this application.
The contractor shall provide new electrical disconnects for both units, and remove the old electrical disconnects. The contractor may use the existing electrical supply provided it is properly sized for the new unit.
Contractor shall provide and install all wiring, conduit, disconnects and breakers in accordance with local, state, and national codes.
3.3. Relace Two HVAC Units in Quad Mobile Office
Contractor shall furnish all equipment, materials, and labor to install two new energy efficient wall-mounted packaged heat pump units for the Quad Mobile Office Building. The new heat pump units shall be the same size and capacity as the existing units and include the following design aspects:
• 15 SEER/11.2 EER /8.2 HSPF (minimum)
• ENERGY STAR-qualified or FEMP-designated
• Include electrical strip heater
• Include new electrical disconnect
The existing heat pump units are:
• Bard model number SH381-A10, serial number 175N052116757-02
• Bard model number SH381-A10, serial number 175N052116755-02
The existing Bard units are wall-mounted on the southeast side of the building, and shall be replaced with new wall-mounted units requiring no modificatins to the existing duct system.
3.3.1. Electrical for Quad-Mobile Office
The contractor shall provide a new programmable thermostat (5+2 day) for each system.
The heat pump shall include electrical strip heat properly sized for this application.
The existing programmable thermostat may be used if they are compatible with the new heat pumps. Otherwise, the contractor shall provide new electrical disconnects for both units, and remove the old electrical disconnects. The contractor may use the existing electrical supply provided it is properly sized for the new unit.
Contractor shall provide and install all wiring, conduit, disconnects and breakers in accordance with local, state, and national codes.
3.4. Disposal
If hazardous materials are present, (IE; glycol, refrigerant, oils, etc.), they shall be properly disposed of according to all applicable local, state, and federal codes and regulations regarding hazardous waste disposal.
Dispose of removed materials, waste, trash, and debris in a safe manner and in frequent intervals, in accordance with applicable laws and ordinances and as prescribed by authorities having jurisdiction.
Removed equipment, materials, trash, and debris shall become the property of the Contractor. Location of disposal site and length of haul shall be the Contractor's responsibility.
3.5. Grounds
Restore and refinish all new and existing construction and improvements that are cut into, altered, damaged, relocated, reinstalled, or left unfinished by removals to original condition or to match adjoining work and finishes. This is to include the repair of any damaged landscaping, building finishes, concrete foundations, etc. resulting from work performed as part of this project.
4. CONTRACTOR RESPONSIBILITIES
The contractor shall provide a complete and functional installation, including all labor, supervision, tools, materials, equipment, apparatus, transportation, rigging and other equipment and services necessary to accomplish the work in accordance with the intent and meaning of this statement of work.
Site Access during Covid-19 recovery will require additional steps. At this time, each contractor will be asked a series of questions regarding your general health and exposure to others with symptoms of illness (coughing, fever, short of breath, etc.). Contractors will also be asked if they have a mask. Contractors must wear masks while in public spaces. Masks are not required when performing project work outside of public spaces. These access requirements are subject to change at any time without warning.
The project work shall be performed per the following guidelines:
1) Contractor will verify all dimensions and site conditions prior to beginning work.
2) The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees.
3) Contractor shall remove and dispose of all construction related materials from all work areas daily and remove these waste materials from the site weekly.
4) Contractor is required to manage the project and consult with the Government prior to beginning all work phases.
5) Contractor shall perform work in a manner that minimizes the impact to daily operations of the facility and its workers. The building will be occupied during construction work.
6) Contractor will provide daily reports of work performed to the AO and weekly status updates to the EPM.
7) Contractor is required to manage the project and consult with the Government prior to beginning all work phases
8) Contractor must have a superintendent on the jobsite when crews are performing the installation work.
9) Contactor will provide their own restroom facility.
All work is to be performed according with building codes, ordinances and laws of the Authority having jurisdiction on the project. When the requirements of the building codes, ordinances and laws conflict with any other part of the building codes, ordinances and laws, the most restrictive requirement shall prevail.
The contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the contractor’s expense, to pre-damaged condition to the satisfaction of the COR.
5. DOCUMENTATION REQUIREMENTS
5.1. Submittals
Submittal reviews and responses to RFIs shall be accomplished in a maximum of 7 days for the contractor AND the Government for a total of 14 days.
Electronic files of all required documents necessary to describe the complete design intent shall be transmitted directly to the EPM, LM, CO and COR with electronic files in PDF format (unless otherwise specified by the Government).
The following submittals are required for approval:
1. Manufacturer’s documentation for all proposed equipment including sensors, detectors, and thermostats; (outline drawings, data sheets, brochures, owner’s manuals, etc.)
The Government will generate review comments. Those comments will be submitted to the contractor who will incorporate all Government comments in the subsequent submittal.
5.2. Pre-Construction Submittals
Prior to Construction Notice to Proceed (NTP) the following submittals must be submitted to the Contracting Officer (CO) for approval.
1. Work Schedule including daily start/stop time.
2. List of contract site personnel
3. Site Specific Safety Plan (SSSP)
5.3. Final Turn-over Package
The contractor shall provide final documentation for each piece of equipment installed one week prior to the start-up, to include the following:
1. Manufacturer’s representative contact information
2. Manufacturer’s owner’s manuals
3. Warranty documentation
The contractor shall submit listed documentation in electronic PDF format. Use electronic files prepared by each manufacturer where available. Where scanning of paper documents is required, configure scanned file for minimum readable file size.
6. SPECIAL REQUIREMENTS
6.1. Permits
Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the contractor shall obtain these items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.
6.2. Quality Control
The work performed under this contract shall be subject to continuous audit by the COR.
Quality control is the exclusive responsibility of the Contractor.
7. SAFETY REQUIREMENTS
The contractor is responsible for complying with all local, state and federal safety codes and laws.
The contractor will submit a Site Safety Specific Plan (SSSP) in industry recognizable format to the Contracting Officer within 14 days of contract award. The Government shall review the SSSP prior to the start any construction activities.
Safety and health matters, as they relate to the work, are the exclusive responsibility of the contractor. The contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions that may be required by law or local authorities for the protection and security of the grounds, facilities and personnel.
7.1. Housekeeping and Clean-up
Good housekeeping is also a basic part of incident and fire prevention. It is an ongoing task, not an "achievement." Cleaning and organization must be done regularly, not just at the end of the shift. Constantly integrating housekeeping into jobsite activities can help ensure this is done properly.
The contractor shall keep the construction site clean and free of debris at all times. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the contractor shall remove all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
8. PERIOD OF PERFORMANCE
The completion of this project shall not exceed 90 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
8.1. Work Hours:
Contractor work hours shall be Monday through Friday, 7:30 A.M. to 5:00 P.M. except on Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval three days prior to schedule change.
9. WARRANTY
The contractor shall provide and submit a single written warranty, stating that all portions of the work are in accordance with Contract requirements. Guarantee all work against faulty and improper material and workmanship for a period of one (1) year from date of final acceptance by the USDA, except where manufacturer guaranties or warranties are for longer terms. The contractor shall correct any covered deficiencies which occur during the guarantee period within 24 hours after notification.
The new HVAC units shall have a factory warranty of at least one (1) year for parts and five (5) years for the compressor.
