3. Project Summary http://www.sam.gov/portal/public/SAM

Modernize the existing generator parelling switchgear controls at RRC in Athens, Georgia by replacing obsolete parts and maintaining portions of the system that do not require updating to create a more reliable and serviceable system.

Description of existing system: The existing system has 2 main power feeds from Georgia Power and three 800KW Caterpillar generators that are providing power through the main switchgear. There are 2 load sections that provide power into the facility with multiple breakers for the loads. There are 2 tie breakers between the generator breakers and the load sections. The system has load shed capability for start up. Original drawings and as-built/record drawings for the existing system are being provided as a separate document.

The purpose of this work is to replace obsolete components in the generator paralleling switchgear and the generator mounted control panels. The project will modernize the equipment to increase serviceability and reliability without having to replace the entire system. The main CPU, touch screen interface and 24VDC battery back up are current and will not be replaced. The existing Basler utility breaker protection will not require replacement or alteration.

Contractor shall:

• verify existing sequence of operations in the existing equipment. Any change to the sequence will require approval of the Location Monitor (LM).

• provide a Modernization Plan to the LM for approval prior to start of work.

Contractor will complete system diagrams for the Generator Parelling Switchgear.

Plan will also include projected schedule/timeline, method of modernization or order of equipment replacement to reduce disruption of service to the Research Center, and anticipated required outages.

• replace existing programmable logic controllers (PLC’s) with new Unity M1E PLC’s or equivalent with latest updates installed.

• replace Lynx Block Transducers with new versions.

• replace existing CAT generator door mounted controls with current EMCP 4.2b or equal using a new door kit.

• replace CAT generator voltage regulator with current model CDVR or equivalent.

• be responsible for all wiring and interconnections required for installation of components and connection to existing system.

• provide complete system testing to verify the proper sequence of operation and train onsite personnel in operation of the system.

• provide an as-built set of plans to incorporate any field changes. Drawings shall be provided both in digital format and 2 hardcopies printed and bound for storage by the equipment.

• provide 2 hardcopies of the Operations Manual.

• complete all testing to ensure proper operation of the system. Building load will be available for test.
