About this file

This document is a Market Survey announcement for the Main Substation 69kV Yard project at the FAA William J. Hughes Technical Center in New Jersey. The project objective is to establish a 69kV ring bus and automate switching operations to integrate into the existing Power Monitoring and Control System (PMCS). The work includes installation/replacement of overhead 69kV pole line and riser, underground 69kV cables, four automated load break switches, two 69kV circuit breakers, two 25MW transformers, 15kV bus duct, and 15kV switchgear.

The FAA is conducting a market survey to determine if adequate competition exists among small businesses to set aside the requirement. Interested offerors must respond to pre-qualification requirements by June 5, 2024 to be considered for the potential future Request for Proposal. The FAA will evaluate the responses on a pass/fail basis. If small business competition exists, only qualified small business offerors will be invited to a mandatory site visit. Otherwise, the requirement will be open to unrestricted competition. The FAA will not pay for any costs associated with the market survey or site visit.

AT THE

FAA WILLIAM J. HUGHES TECHNICAL CENTER, ATLANTIC CITY INTERNATIONAL AIRPORT, NEW JERSEY 08405

BACKGROUND:

The Federal Aviation Administration (FAA) William J Hughes Technical Center (WJHTC) is located on a 5,060 acre plot, ten miles northwest of Atlantic City, New Jersey. The FAA WJHTC is the nation’s premier aviation research and development, and test and evaluation facility. The WJHTC serves as the national scientific test base for the FAA. WJHTC programs include testing and evaluation in air traffic control, communications, navigation, airports, aircraft safety, and security. They also include long-range development of innovative aviation systems and concepts, development of new air traffic control equipment and software, and modification of existing systems and procedures. This work is accomplished and supported in numerous buildings of various age, size, function, style and condition throughout the property.

The WJHTC Main Substation provides power for FAA owned and operated buildings as well as other Federal and State agencies which include the Federal Air Marshal (FAM) Service, Department of Homeland Security’s Transportation Security Lab (TSL), New Jersey Air National Guard (NJANG), Unites States Coast Guard (USCG), FAA Eastern Region, South Jersey Transportation Agency (SJTA), and others.

The project objective is to establish a 69kV ring bus, and automate switching operations. The final ring bus shall be capable of fault detection and automated self-restoration. The project will be integrated into the existing Power Monitoring and Control System (PMCS). This project will also replace the two existing 69-12.47kV transformers and is to be constructed with the minimum disruption to the operational WJHTC electric utility grid.

· Underground 69kV MV cable and ductbank

· Four 69kV automated load break switches with current and voltage sensors

· Overhead buss pipe

· Two 69kV SF6 dead tank circuit breakers

· Two 25MW 69-12.47kV power transformers

· 15kV bus duct

· 15kV 2000A switchgear and sixteen 15kV vacuum breakers.
