Statement of Work

Lab 111(113), 127(130), 128(131), 129(132), 209/210, 211/212, 213, 224, 226, 227, 228, 229, 232, 233 & 2667

Space Renovation Southeastern Fruit and Tree Nut Research Laboratory

Background:

In FY2022 the U. S. Department of Agriculture (USDA), Agricultural Research Service, Southeastern Fruit and Tree Nut Research Laboratory (SEFTNRL) contracted to renovate 4 of 15 laboratories. The purpose of this project is to renovate the remaining 11 laboratories that will ultimately standardize and enhance research capabilities. The existing case work is beyond its life expectancy and beyond economical repair.

Statement of Work:

Contractor shall furnish all labor, materials, and supplies to perform the following work for USDA, ARS, SEFTNRL, 21 Dunbar Road, Byron, Georgia 31008

To ensure limited interruption of lab research there can only be one lab renovated at a time. This will be a phased project starting with the 1st floor Labs (111, 127, 128, 129). Upon completion and acceptance of lab renovation, work will be scheduled and started on the next lab. Once 1st floor labs are completed, work will be scheduled for the 2nd floor labs.

All proposed cabinetry and fume hoods must match recently installed laboratory cabinetry and fume hoods in style and construction, color, and hardware.

The contractor shall remove existing casework, counter tops, wall shelving, electrical and plumbing fixtures and properly dispose of. The contractor shall install new casework, electrical, gas and plumbing fixtures.

The contractor shall furnish all labor and materials for the described project in strict conformity with safety, standards, laws, statutes, and ordinances for a chemical/biological research laboratory biosafety level 2 (BSL2) in a federal facility.

VARIANCE on 2ND FLOOR Labs – Labs 224, 226, 228, 229, 232 & 233 will already have newly installed counter tops. Contractor will carefully remove and store newly installed counter tops and new fixtures to be reinstalled onto the newly installed casework. All fixtures may not be new and those will have to be replaced.

All work shall be completed in accordance with all local, state, and federal codes and regulations. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). The P&P 242.1 document can be found at: http://www.afm.ars.usda.gov/ppweb/PDF/242-01M.pdf.

All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

Contractor is responsible for inspecting the site and for determining the exact requirements of the project.

Contractor’s working hours shall be scheduled to coincide with the normal working hours (7am-4pm) at the site. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Contracting Officer’s Representative (COR) at the site at least three days prior to the need.

Project:

1- Removal of fume hoods in labs 111, 127, 129, 213, 226 & 228. Fume Hoods are a Presumed Asbestos Containing Material (PACM). Removal must be done by a certified asbestos abatement tech and without disassembling. Once Fume Hood is removed, must be wrapped in two layers of 6 mil plastics and then disposed of as asbestos containing material (ACM).

2-Demolition and removal of all casework. The contractor is responsible for locating and completely shutting off gas, water and electrical during this phase. All that can be recycled shall be recycled and weight recorded.

3- Some demolition and removal of ceiling tiles and ceiling grid around fume hoods.

4-The contractor shall provide and install all new lower cabinets, upper cabinets, sink cabinet, knee space assemblies, countertops, sinks, fixtures, electrical outlets and any fillers or scribes necessary for complete installation. This shall include final connections of any mechanical, gas, plumbing and electrical.

5-All counter tops shall be 1” black phenolic resin worktop and Greengard certified – similar or exceed specifications of FunderMax RE-Technology (see attached brochure). A 6” high applied backsplash of same material as countertop. Will include sinks, outlets, pegboard, 30"w. x 30"h. w/46 Pegs & Drip Trough, cup sinks and some fabrication.

6- Replace all wall shelving with laboratory standard shelving and shall be SEFA12-2014 certified. Material can be of the same material as the newly installed countertops (Phenolic resin – similar or exceeding specifications of FunderMax RE-Technology).

7-The contractor shall re-install undamaged ceiling grid and tiles or install new ceiling grid and tiles where applicable.

8-Water saver service fixtures and fittings to include H & CW faucets, H/C mixing faucet, DI faucet, pre-rinse hose unit, and deck mounted AGV service valves and required mounting hardware. All valves will be mounted in original locations unless specified otherwise.

9-Wall mounted single channel electrical raceway, wiring, outlets, and cover plates. Must be installed in accordance with the most recent National Electrical Code (NEC). If an equivalent metal wire mold is going to be used, its use must first be pre-approved.

10-Cove Base moldings shall be removed from walls and new installed on walls and base cabinets.

Moldings shall be black.

Notes:

All equipment and personal items will be removed by government employees prior to the start of renovation for that scheduled lab.

Labs need to be fully punch-list complete to continue to the next lab.

Replacing exhaust ducts is not required unless damaged during demo/removal of old fume hoods or install of new fume hoods.

Only electrical outlets mounted to the cabinets, fume hoods, countertops and chase will need to be replaced.

Electrical feeds/wire are not required unless damaged during demo.

The only assumption is that the Fume Hoods and are Presumed Asbestos Containing Material (PACM) and removal must be in accordance with the SOW.

All Base Unit Drawers Are to Have Full Extension Soft Close Drawer Slides.

All Fume Hoods in the project are to each have 2 Cupsinks, a Ceiling Enclosure, an Acid Storage Base Cabinet Vented, a Flammable Solvent Storage Base Cabinet or both – depends on existing design.

All labs will have a Vertical Pipe Chase at the island riser.

Lab 229 sitting desk height will be changed from 30” to 36”. Above wall cabinet will have to be raised for clearance.

The electrical raceway above counter shall be Legrand 3300 series or similar Aluminum raceway.

All lab casework and tops shall be SEFA12-2014 certified. Color to be determined.

All fume hoods must meet or exceed specification of the Airfoil Variable Volume Fume Hood Superstructure.

Site Visit:

Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid.

Safety: The contractor is responsible for complying with all local, state and federal safety codes and laws.

Detailed Bid: The proposal will have the cost for all First Floor Labs detailed out by lab. The proposal will have the Second Floor Labs detailed out by lab and shall be presented as options on a lab-by-lab basis. Provide all materials, labor, and equipment to fully and successfully complete the Statement of Work described in this document. The detailed bid shall be presented in a MS Excel spreadsheet that is fully functional with formulas intact for ARS analysis of the bid. The proposal shall be submitted in MS Word. Neither type of documents will be password projected. Contractor has option of additionally submitting their proposal in .pdf format for fidelity purposes should they desire to do so but any Bid Proposal will not be accepted for review until it’s presented in MS Excel and MS Word format.

Contractor Responsibility:

The project has a base bid to be performed per the following specifications:

1. Contractor will verify all equipment, dimensions and existing site conditions covered in their report.

2. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

3. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

Material / Submittals:

The AE firm shall submit a draft of their report for review and comment to the Lab personnel, the EPM and the Contracting officer for a period of 10 business days. Upon review, incorporation of ARS comments, and approval by ARS personnel, the final version of the report shall be issued.

Drawings shall include data and details for construction of the laboratory casework as well as information regarding the name, quantity, type and construction of materials (such as hardware, gauges, etc.), that will be used to complete the project.

Installation Procedure:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall be responsible for always protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.

Project Schedule:

The completion of this project shall not exceed 365 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. except for Government holidays or as otherwise arranged with the site personnel in advance.
