Introduction and Background The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Aircraft Operations Center (AOC), based in Lakeland, FL, owns and operates four (4) deHavilland DHC- 6-300 Twin Otter aircraft (Federal Aviation Administration (FAA) registrations: N46RF (Serial Number (SN) 824), N48RF (SN 740), N56RF (SN 788), N57RF (SN 688)) in support of missions throughout the United States and Canada. This Statement of Work (SOW)is for the compliance of the Corrosion Inspection Packages of the Twin Otters and major modifications.

The anticipated ordering period includes a 60-month Corrosion Inspection Package (B.1), scheduled maintenance items found in (B.2) and Optional items, Camera Bay modification (B.4) on N57RF SN 688 with approximately 26,500 hours 25,500 cycles, as well as a NOAA defined 30 month Corrosion Inspection Package (B.3) for aircraft DHC-6-300 S/N 824, tail number N46RF with approximately 16,500 hours 12,000 cycles. The work scope of related maintenance items (B.2) may vary from year to year as requirements change.

A.1 Scope NOAA is seeking a Twin Otter Maintenance Facility. The Contractor shall comply with applicable Federal Aviation Regulation (FAR) and all aircraft manufacture’s requirements. The Contractor will provide all special tools, facilities, equipment, and certified technical staffing to perform tasks. The Contractor shall have performed an Initial Corrosion Inspection on a DHC-6- 300 IAW PSM 1-6-5 and completed SB 6/523 replacement of all primary flight control cable in the previous year before the award of the contract and each option year. Primary Contractor must be a FAA approved repair station, or equivalent Transport Canada Approved Maintenance Organization (AMO) if Canadian, for the airframe/power plant of the Twin Otter and the repair/installation of avionics equipment. Primary Contractor is required to be a Garmin service center Contractor must have a fixture to support fuselage while landing gear is removed for overhaul (estimated 4-5 weeks).

The Government shall be responsible for scheduling work against this contract. Once the aircraft arrives at the contractor’s facility, no work shall begin until the contractor has been issued a notice to proceed. The NOAA Contracting Officer Representative (COR) shall be responsible for reviewing the list of discrepancies/tear down inspection report and making a recommendation to the NOAA Contracting Officer (CO) to either accept or decline the contractor’s quote. The Contractor’s list of discrepancies/tear down inspection report shall include the extent of inspection and the condition found on all major components. The contractor shall comply with all outstanding service bulletins and airworthiness directives and provide any recommendations for maintenance which would prevent future failures, if applicable. The contractor shall not proceed with correcting any “over and above” discrepancies without the prior written approval of the CO. A Notice to Proceed (NTP) authorizing the contractor to correct the “over and above” discrepancies will be issued by the CO once the contractor’s proposed “over and above” discrepancy proposal has been approved by the CO.

The Contractor shall be responsible for providing AOC with all FAA and AOC required documentation (see below) for approval and return to service including but not limited to:

FAA Required Documentation:

• 8130-3/Form One/Certificate of Conformance

A.2 Delivery Requirements: The Government is responsible for costs and logistics that are necessary to deliver the aircraft, or ship parts, to the Contractor’s facility. AOC and/or the flight crew shall notify the Contractor as soon as the need for service, inspection, and repair has been identified. Government owned parts, equipment, and property shall be returned to the Government. The cost of shipping the returnable shall be the responsibility of the Government.

A.3 Period of Performance: Due to mission requirements and the operational schedule of the NOAA Twin Otter fleet, the selected contractor shall comply with a turn-around time not to exceed 90 calendar days for the 60-month inspection and 21 calendar days for the 30-month inspection. This period begins when the aircraft is delivered to the selected Contractor’s facility or designated FBO and ends when the aircraft is ready to be picked up at the Contractor’s facility (for the 30-month inspection) or the selected paint shop after full re-paint (for the 60-month inspection). Should abnormal requirements and/or circumstances occur which would require an extension of this task order, the selected contractor shall immediately provide documentation to the CO and COR as to the reason and extent of the abnormal requirements and/or circumstances.

The selected Contractor shall also provide the best estimate of the extension required.

A.4 Quality Assurance: AOC may choose to have a representative witness any part of this contract. The Contractor shall keep the CO, and COR apprised of the progress and schedule.

The Government will make the final determination on whether new, new surplus, overhauled, repaired, or serviceable parts will be installed on the aircraft. Parts and components in an “as removed” status shall not be installed on the aircraft. Any part or component that has not reached its recommended service life but fails inspection and needs to be replaced will be treated as an over and above. Since the Government cannot determine which parts or components if any meet this criteria, maintenance contractors shall provide the labor rate they will charge the government, per hour, for “over and above” discrepancies. Secondly, Contractors are asked to provide the cost plus percentage markup for replacement parts. Parts Manufacturer Approved (PMA) parts are acceptable. The Contractor shall provide the industry standard implied warranty on all products and service.

B.6 Over and Above Items.

Over and above discrepancies from corrosion inspections as well as any other scheduled or unscheduled maintenance, repairs, upgrades, and inspections.

The Contractor is responsible for documenting and reporting, at intervals acceptable to the CO all discrepancies found during the inspection. Discrepancies that are not a part of the inspection will be known as “over and above.” Corrective actions as a result of the inspection are considered “over and above” items. Any part or component that has not reached its recommended service life, but fails inspection and needs to be replaced, is considered an “over and above” item.

“Over and Above” discrepancy report must include (as a minimum):

• Description of each discrepancy found;

• Number of labor-hours per discipline required to complete each discrepancy;

• Hourly rate for personnel performing the work;

• Parts cost plus percentage markup, if any;

• Total dollar amount for the complete list of discrepancies.

The COR will be responsible for reviewing the list of “over and above” discrepancies and making a recommendation to the Contracting Officer, to either accept or decline the contractor’s proposal. The contractor shall not proceed with correcting any “over and above” discrepancies without prior approval from the Contracting Officer. The contractor shall bill all charges for “over and above” items on a separate invoice at the conclusion of repairs.

Funds for the “over and above” items will be specified at the time of task order award and included in the applicable Contract Line Item Number (CLIN). The dollar amount stated in the task order represents an estimated total, not to exceed amount to cover charges for the “over and above”. The Government will pay invoices for “over and above” services out of the funds allocated and authorized on these applicable CLINs.

This paragraph applies only to applicable “over and above” CLINs. It is not possible prior to contract award to accurately estimate the extent and duration of work or to anticipate costs for these CLINs with any reasonable degree of confidence. Time and materials provide for acquiring these services on the basis of direct labor hours and cost of materials.

Direct labor hours are at specified fixed hourly rates that include wages, overhead, general and administrative expenses, and profit. Cost of materials includes appropriate material handling cost as part of material costs. The price to be paid for material shall be based on an established catalog or list price in effect when material or other product is furnished, less all applicable discounts to the Government. In no event shall the price exceed the Contractor’s sales price to its most favored customer for the same item in like quantity, or the current market price, whichever is lower.
