About this file

This is an RFP Scoring Form used by an Oregon state agency to evaluate proposals from coaching service providers. The form establishes evaluation criteria across two primary scoring sections: Capacity & Experience and General Alignment. The Capacity & Experience section includes seven items, of which six must be met for a proposal to advance to general alignment scoring. These items assess the proposer's organizational size (measured by number of available coaches), geographic service capacity across Oregon regions, ability to manage travel arrangements, experience working with diverse adults and community partners, demonstrated positive outcomes, and submission of required documentation including management resumes, coach biographies, and reference forms. Proposals must demonstrate a minimum threshold of compliance across these foundational criteria before proceeding to further evaluation.

The General Alignment section contains three additional items that evaluate proposer alignment with the Statewide Improvement Approach (SIA), Oregon Equity Lens, and specified coaching principles, understanding of the price agreement structure as a non-guaranteed vendor list placement, and willingness to meet contractor expectations outlined in the solicitation. Proposals must receive affirmative scores on both Item 1 and Item 3 of the General Alignment section to proceed to focal area-specific scoring. The form does not establish specific pricing requirements, set-asides, or contract term details within its content, functioning instead as an internal evaluation instrument to standardize the assessment of coaching service proposals across multiple reviewers.
