PRODUCT DESCRIPTION
Special Operations Command Europe (SOCEUR) Mobile Temporary Sensitive Compartment Information Facility
1. BACKGROUND
1.1. In order to support continuity and contingency operations throughout the European Theater, SOCEUR requires a mobile solution to support all required Command and Control (C2) networks. To ensure resiliency and redundancy, SOCEUR seeks to procure two (2) dual-axil, mobile Sensitive Compartmented Information Facilities (SCIF). A transportable, rapidly deployable, all-inclusive SCIF inside a customized ISO container will meet the required objective. The mobile temporary SCIF will be utilized as required to support real-world deployments as well as training events.
2. OBJECTIVE
2.1. Procurement of two mobile certified T-SCIFs that are transportable, rapidly deployable, weather resistant, and meet certification requirements. Personnel with TS/SCI clearance will utilize the mobile T-SCIF to contribute to TS/SCI level mission planning, information operation design and mission support throughout the EUCOM AOR. This capability will provide expeditionary C2 and ensure the continued execution of SOCEUR’s Mission Essential Tasks in contested and degraded environments.
3. DESCRIPTION OF REQUIREMENT
3.1. Product Name: 2x 40' T-SCIF Trailer mounted containers.
3.2. Description and Capabilities: This requirement is for a remote field office facility for command functions and to process up to top secret classified information in a mobile ISO container. The T-SCIF Container shall be engineered to be transportable via tractor, or air (C17). The unit shall integrate all necessary mechanical, electrical, and security elements to make it a tum-key installation regardless of placement.
3.3. Specifications/Salient Characteristics
3.3.1. Modular enclosure inside a 40' container. Dimensions not to exceed (NTE) 39.37’L x 12.4’H x 8.36’ W, including HVAC.
3.3.2. Installed trailer with dual 12,000 kg rated air ride axles on HD twin I-beam chassis with air brakes, ABS and spare tire/wheel.
3.3.3. Shall include an aluminum shoring kit, ramp system and required tie-downs and related systems and components required for C17 load-out and transport.
3.3.4. Coatings, plating, and metals selected and incorporated into the designs for longevity in all weather environments.
3.3.5. TEMPEST mitigation measures included.
3.3.6. Environmental Control Unit (ECU) and Heating, Ventilation, and Air Conditioning (HVAC) system with 2.5 ton cooling capacity and 6kw heat capacity provides reliable temperature regulation in austere environments.
3.3.7. Perimeter SCIF walls, floor and ceiling to be acoustic capable to STC 50, sound group 4.
3.3.8. Finished interior with interior walls framed and insulated.
3.3.9. Interior space finished with an office interior, including chairs and working surfaces.
3.3.10. Configuration shall include ten (10) workstations with the ability to accommodate ten (10) personnel working inside.
3.3.11. SCIF Main Entrance door shall be steel hollow-core with entrance vestibule, folding stairs, access control system, heavy duty SCIF required locks.
3.3.12. Power system shall provide filtered 230/400V electrical system with 12V battery system and 12/24V inverter with converter/charger. A load center that balances the loads and distributes power throughout the shelter shall be included. System will include 30x 220V electrical outlets (3 per workstation), 12V emergency lighting, lightning protection, and interior/exterior lighting with dimmers. Switching gear will accommodate linking of separate trailers and external power sources.
3.3.13. Electrical safety shall be provided by an Emergency Power-Off (EPO) switch located within the workspace.
3.3.14. Power and signal cables shall be separated, protected, and routed by raceways. Raceways shall include removable covers for future reconfiguration.
3.3.15. Electrical and lighting to a minimum of 10 workstations with battery back-up. Metal conduits penetrating the exterior must be non-conductive dielectric break.
3.3.16. DMP Intrusion detection system (IDS) including: keypad, motion detectors, visual alarm indication, door sensor.
3.3.17. Integrated Power Entry, switch gear, and EMI filter panel.
3.3.18. Integrated onboard 30KW diesel generator with 100 gallon fuel tank.
3.3.19. Closed Circuit Television.
3.3.20. Install 10 shielded CAT6 drops for workstations.
3.3.21. A minimum of 10 Modular workstations within the Container complete with work surfaces, chair, and lighting. Each workstation will include cabling for 4 fiber (red, yellow, blue, black) +1 CAT6 (green), each with separate enclosures.
3.3.22. 65 inch LCD display w/Cisco VTC installed.
3.3.23. Shall be equipped with smoke and carbon monoxide detection for safety, as well as required signage and fire extinguishers.
3.3.24. Schematic design to include floor plans, electrical and mechanical to complete a fixed facility checklist.
3.3.25. Provide a fixed facility checklist at completion of project completion.
3.3.26. Must meet standard TSCIF accreditation standards.

5. SECURITY
5.1. Vendor will require access to Government facilities for delivery and set-up if necessary.
6. QUALITY ASSURANCE
6.1. The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms to include proper delivery of quantity and type of goods. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
