Performance Work Statement

Naval Special Warfare Command

Basic Carpentry Course of Instruction (COI)

1. BACKGROUND

1.1 Due to the various and remote locations that Naval Special Warfare (NSW) supports while deployed, there is a high demand for NSW support to have a general knowledge and be proficient in many areas other than their Navy rating i.e. Builders, Steelworkers, Electricians, Equipment Operators, and Mechanics. This course is intended to build a foundation in carpentry for deploying personnel.

2. OBJECTIVES

2.1 The objective of this requirement is to obtain contractor provided support to train personnel by developing their field knowledge and practical skills of light frame construction. This training will be provided to both experienced and inexperienced personnel.

3. SCOPE

3.1 The Contractor shall provide the personnel, management, materials, equipment and facilities (not otherwise provided by the Government) necessary to provide a Basic Carpentry COI in accordance with the requirements in this Performance Work Statement (PWS).

4. REQUIREMENTS

4.1 The Contractor shall provide a five (5) day basic course of instruction for up to five (5) students in a classroom environment. The course will consist of 8 hours of instruction, per day – Monday through

Friday. Course dates are established at the task order level and subject to change at the Government’s discretion with prior notice to the Contractor not less than 7 calendar days. Provide a Basic Carpentry

4.1.9.1 The course should be taught in an order that allows all students to translate lessons to a hands on practical application project. The project shall require the application of skills learned throughout the week and shall be completed by the final day of class.

4.2 The Contractor shall have the ability of providing custom carpentry courses. The custom course may vary by class, size, duration, or content, however, all custom courses will be within general scope of this contract for carpentry instruction. Custom courses will be defined and negotiated at the task order level.

4.2.1 The Contractor shall provide each student with all tools, materials, manuals, and outlines needed to complete the course.

4.2.2 A training Plan/Schedule shall be provided to the Government point of contact not later than five (5) days prior to the start

4.3 Contractor Facilities

4.3.1 A dedicated facility that can support all personnel during classroom and practical application events is required.

4.3.2 The course infrastructure should be such that each participant is fully immersed in the program and is able to focus completely on the learning objectives of the course.

4.4 The Contractor shall conduct informal surveys at the end of each class and forward to NSW COR within 5 days after course ends.

4.5 The Contractor will provide certificates of completion for each trainee upon successful completion of the course.

4.6 Participate in a Post-Award Conference

4.6.1 This meeting shall provide an introduction between the Contractor personnel and Government personnel who will be involved with the contract. The meeting shall provide the opportunity to discuss technical, management and security issues. The Post Award Conference will aid both the

Government and Contractor in achieving a clear and mutual understanding of all requirements, and identify and resolve any potential issues. The Contractor shall be prepared to discuss any items requiring clarification and gather information as necessary to support each deliverable. The

Contractor shall provide a written summary of the Post-Award Conference.

6. CONTRACTOR MANPOWER REPORTING

6.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Naval Special Warfare Command via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September

30. While inputs may be reported any time during the FY, all data shall be reported no later than October

31 of each calendar year. Contractors may direct questions to the help desk at help desk at:

7. CONTRACTOR TRAVEL

7.1 Contractor travel is not authorized for this requirement.

8. SECURITY

8.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.

8.2 Controlled Unclassified Information

8.2.1 Unclassified information related to this acquisition is considered Controlled Unclassified

Information (CUI). The contractor shall not release to anyone outside the Contractor’s organization any unclassified information, regardless of medium (e.g., film, tape, document, contractor’s external website, newspaper, magazine, journal, corporate annual report, etc.), pertaining to any part of this contract or any program related to this contract, unless the Contracting Officer has given prior written approval. Furthermore, any release of information which associates USSOCOM, Special

Operation Forces (SOF), or any component command with an acquisition program, contractor, or this contract is prohibited unless specifically authorized by USSOCOM.

8.2.2 Request for approval shall identify the specific information to be released, the medium to be used, and the purpose for the release. The contractor shall submit the request to the Contracting Officer at least 45 days before the propose date for release for approval. No release of any restricted information shall be made without specific written authorization by the Contracting Office.

8.2.3 The protection of sensitive but unclassified data reflecting Special Operations technologies, personnel, plans, and business associations requires due diligence on the part of those in possession of such information. The application of appropriate security measures to ensure the safekeeping of

USSOCOM and company proprietary data, intellectual property, and personnel data is the responsibility of all parties who have access to such information. All contractors supporting

USSOCOM are required to inform the Contracting Officer within three business days of when there has been a breach or successful penetration of the contractor’s network(s) or information system(s).

Breaches include unauthorized intrusions of the contractor’s server(s) from external parties whether through introduction of malware, hacking, the compromise of access passwords, or any other unauthorized access or compromise. Breaches also include the physical loss of storage media such and disks, hard drives, thumb drives, laptops or other devices which contain duplicates of information contained on the contractor’s data systems, or the willful or accidental transmission, copying or posting of contract information which has not been specifically authorized by the

Contracting Officer. Estimates of damage and mitigation strategies will be submitted to the

Contracting Officer within a period following the breach specified and agreed upon by the

Contractor and the Contracting Officer.

8.2.4 The Contractor further understands that Title 18 USC Section 701 specifically prohibits the use of the USSOCOM emblem or logo in any medium (e.g., corporate website, marketing brochure, newspaper, magazine, etc.) unless authorized in writing by USSOCOM. Forward any request to use the USSOCOM emblem or logo through the Contracting Officer.

9. SAFETY

9.1 Contractor Responsibility

9.1.1 Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, http://www.ecmra.mil/ http://www.ecmra.mil/ and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

9.2 Mishaps

9.2.1 The Government process must be in place that will ensure any mishaps are reported, investigated and recorded. This information will be input into the Web Enabled Safety System (WESS) by the

Government.

9.2.2 Safety and training related problems or mishaps involving or observed by the contractor shall be addressed immediately to the designated RSO or ROIC. A formal written report shall be prepared and submitted to the Safety Officer within 2 working days of the incident.

10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI)

10.1 N/A

11. QUALITY CONTROL

11.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

12. QUALITY ASSURANCE

12.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will assign a Contracting Officer’s Representative (COR) who will be responsible for monitoring performance in accordance with the requirements of the PWS and the Quality Assurance Surveillance

Plan (QASP). The COR will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

14. PLACE OF PERFORMANCE

14.1 Training shall be conducted at the selected vendor’s training site which must be within 25 miles of JEB

Little Creek; Virginia Beach, VA 23459.

15. PERIOD OF PERFORMANCE

15.1 Five year ordering period from date of contract award.

15.2 Anticipated first Task Order: To be issued concurrent with the award of this IDIQ contract

15.3 Anticipated class schedule – Classes are TBD with notice before COI start date to be performed prior to the base contract PoP end date; first COI anticipated 30NOV2020- 04DEC2020.
