PERFORMANCE WORK STATEMENT
1. BACKGROUND
Military Sealift Command (MSC) operates a fleet of diverse ships worldwide in support of the United States Armed Forces. In order for MSC to fulfill its mission, it is imperative that these ships be maintained in a high state of material and operational readiness in all areas. One area is the maintenance and inspection of the Self- Contained Breathing Apparatus (SCBA) and related equipment. Maintaining compliance with all federal and maritime regulations and standards requires the inspection, testing, and certification of all shipboard SCBA systems.
2. SCOPE
2.1. The purpose of this Indefinite-Delivery, Indefinite Quantity (IDIQ) contract is to provide worldwide support for the inspection, testing, repair, maintenance, and certification of all SCBA systems and equipment for the MSC worldwide fleet.
2.2. The Contractor shall provide oversight, guidance, labor, material, and equipment (except for Government Furnished Items) required to maintain and support the SCBA systems and capabilities of MSC vessels.
Support shall include, but is not limited to, periodic inspections, tests, repair, and maintenance, and engineering design services in support of life-cycle management.
2.3. All items will be serviced and maintained in accordance with original equipment manufacturer (OEM) specifications and certification requirements as set forth by the United States Coast Guard (USCG), reference (a); Department of Transportation (DOT), references (b) and (c); American Bureau of Shipping (ABS), reference (d); National Fire Protection Association (NFPA), references (e) – (i); Compressed Gas Association (CGA), references (j) and (k); Occupational Safety and Health Administration (OSHA), reference (l), and National Institute for Occupational Safety and Health (NIOSH), reference (m).
2.4. Government Furnished Information (GFI): The individual ship’s firefighting configurations as represented by each ship’s representative Fire Control Plan (FCP), OEM manuals, and/or applicable MSC Safety Notices will be provided upon request as GFI. A current ship listing of the MSC fleet can be found at www.msc.usff.navy.mil/Ships/Ship-Invventory.
2.5. The Contractor is responsible for ensuring compliance with State, Federal, and International industrial safety and environmental regulations, as well as any Shipboard Safety Policies. The Contractor shall ensure that all personnel are in the possession of, and are properly trained in the use of Personal Protective Equipment (PPE) to be utilized during the performance of this contract.
3. SPECIFIC TASKS
Examples of work specifications which the Contractor might be tasked to perform are listed below. Descriptions given are general and do not provide an all-inclusive list of the tasks that may be required under this contract.
Specific task descriptions and instructions, sufficient in detail to allow for Contractor performance, shall be provided with each Task Order (TO) that is issued under this contract.
3.1. For each service call the Contractor shall conduct briefings, obtain authorized signatures for witness certification of testing, and prepare a Final Service Call Report.
3.1.1. The Contractor shall conduct an Opening Brief for key shipboard personnel, as identified by the MSCREP, prior to the start of the service call. The MSCREP and the Contractor’s representative will mutually agree to the time and location of the briefing. The Contractor’s Opening Brief shall address, at minimum, the following:

a) Equipment to be inspected, tested, repaired, and recharged
b) Affected areas involved in the inspection, testing, and repairs
c) Affected systems or boundaries that will be impacted
d) Planned schedule to accomplish requirements of the TO
e) Shipboard support responsibilities (e.g., lock out/tag out)
3.1.2. The Contractor shall provide the MSCREP and Chief Engineer a daily update of current inspection status, ANY degraded system integrity, and a plan of action for the following day.
NOTE: Any systems integrity not expected to be restored to operational condition will be immediately identified to the Chief Engineer and MSCREP verbally and followed up in writing with a signed acknowledgement by the authorized MSCREP. The Contractor shall provide recommended corrective action submitted no later than the following business day to the Chief Engineer and MSCREP.
3.1.3. The Contractor shall conduct a Closing Brief for key shipboard personnel upon completion of the service call. The MSCREP and the Contractor will mutually agree to the time and location of the closing brief. The Contractor’s Closing Brief shall address, at minimum, an overview of the following:
a) Status of inspected systems and equipment
b) List of affected areas and equipment requiring inspection, testing, repair, and recharge
c) List of found problems and corrective actions taken
d) Overview of all certifications and/or tests made and the date completed. Prior to departure, contractor must provide copies of all preliminary data/documentation/certificates required by the attending ABS Surveyor so that the Surveyor can sign off on the ship’s certificates/requirements and allow the ship to depart. Prior to leaving the ship, the Contractor shall verify that the MSCREP and ABS Surveyor have all the information they need to allow the ship to depart.
3.1.4. The Final Service Call Report shall include the detailed information for items in Section 3.1.3, copies of all certificates, all recommended FCP updates, and other information required in this PWS or TO, and shall be submitted within two (2) calendar days of completion of the service call. The Contractor shall submit copies of a final service call report..
3.2. Annual SCBA Servicing. All servicing and records of maintenance shall be IAW OEM requirements, and references (g) and (i). Annual SCBA Services may include one or more of the following systems, services, and equipment as defined in each TO.
3.2.1. SCBA Annual Inspection: The Contractor shall provide annual inspection, servicing, testing, and certification of all applicable SCBAs in accordance with MSC provided service items. An example of a Cross-Class Service Item (CCSI) for this requirement is provided in Attachments
(A) and (B).
3.2.2. SCBA Compressor and Filling Station Inspection and Maintenance: The Contractor shall inspect, service, test and certify the SCBA Compressor and Refilling Station in accordance with
MSC provided service items. An example of a CCSI for this requirement is provided in Attachment (C).
3.2.3. SCBA Cascade Cylinder Inspection: The Contractor shall accomplish the annual inspection, servicing, and testing of SCBA Cascade Cylinders in accordance with MSC provided service items. An example of a Class Service Item (CSI) for this requirement is provided in Attachment (D).
3.2.4. SCBA Cascade Fill Station Hydro Test: The Contractor shall accomplish the five (5) year hydrostatic testing of the SCBA Cascade Fill Station in accordance with MSC provided service items. An example of a CSI for this requirement is provided in Attachment (E).
3.2.5. SCBA Cylinder Filling: The Contractor shall fill SCBA breathing cylinders IAW with references (g), (i), and (j).
a) Breathing air shall meet or exceed the requirements specified by NFPA per reference (i). Prior to filling SCBA breathing air cylinders, the cylinder inspection specified in paragraph 3.2.1 must be completed.
b) Cylinders shall not be filled if they have exceeded their valid service life or re-test dates.
Cylinders, which show evidence of exposure to high heat, or flames (e.g., paint turned to a brown or black color, decals missing, or gauge lens melted) need to be removed from service and re-hydrostatic tested prior to recharging.
3.2.6. SCBA Mask Fit Testing: The Contractor shall perform fit testing on all personnel assigned with their own SCBA masks. All testing will be carried out according to OSHA (reference (l)), NFPA (references (e) and (f)), and NIOSH (reference (m)) requirements.
a) A certified copy of the Fit Testing shall be provided to the ship’s Medical Services Officer (MSO) or the Military Personnel (MILPER) Safety Officer, as applicable.
3.3. Contractor shall be capable of providing repair, design upgrades, and installation of all equipment and systems, as identified in the TO. The Contractor shall provide life cycle support, to include, but not limited to: obsolescence, standards update, and condition found reports. These services apply to all items listed in Section 3.2.
3.3.1. The Contractor shall create or revise engineering drawings (e.g., FCPs) to accurately reflect the ship's systems/equipment affected. All drawings shall be accurately prepared and submitted in accordance with the Government Furnished Information (GFI) as identified in the individual TO.
3.3.2. Regulatory Body Approvals. Drawings may require submission to the US Coast Guard (USCG) and American Bureau of Shipping (ABS) for acceptance and approval, as indicated by the TO.
a) The MSCREP will alert ABS that drawings will be submitted for approval, and the Contractor will submit the drawings directly to ABS on behalf of MSC. The Contractor is responsible for all corrections and revisions required to meet USCG and ABS final approval. The Contractor will not be responsible for the cost of the ABS review/approval process.
b) The Contractor shall maintain contact with ABS throughout the review process, and notify the
MSCREP of any potential delays. The Contractor shall make every effort to provide ABS approved final deliverables to the MSCREP not later than the deliverable schedule indicated in the TO; however, the Contractor will not be held responsible for documented ABS review delay.
3.3.3. All drawings, calculations, and technical documents shall be owned by MSC and submitted to MSC Technical Library upon completion of the TO. MSC Tech Library email address is MSC_N7_TechLibrary@us.navy.mil.
3.4. All technical data produced by the Contractor under the contract shall become the exclusive property of
MSC in which the Government shall have unlimited rights. The Contractor shall not deliver or otherwise provide to the Government technical data or computer software, to include deliverables under the contract, with restrictions, including those as to use, modification, reproduction, and transfer, or with restrictive markings.
4. DELIVERABLES
4.1. Final Service Call Report
The Final Service Report shall include all items as described in Section 3.1.4.
5. CONTRACTOR PERSONNEL REQUIREMENTS
The contractor shall warrant that personnel performing any work under the contract are fully qualified to perform any services rendered within the specified periods. All Contractors must be American Bureau of Shipping (ABS) recognized external specialists to perform services worldwide for Self-Contained Breathing Apparatus (SCBA) Maintenance. Only authorized technical field service representatives and manufacturer parts shall be used to accomplish the requirements of this PWS. The Contractor shall provide oversight and guidance on all aspects of equipment, in as-found condition, including inspection, removal, disassembly, reassembly, repairs, modifications, reinstallation, certification, and testing, as applicable. Minimum qualifications are described below.
5.1. The Contractor shall possess a valid ABS approval letter certifying the company as an ABS approved external specialist for SELF-CONTAINED BREATHING APPARATUS (SCBA) MAINTENANCE.
5.2. Field service technicians shall be OEM Authorized to provide parts and services on the work described in Section 3.0 or as listed in the specific TO. The Contractor’s technicians must be certified in the testing, training, and repair by an industry recognized organization through a formal certification program. All technicians shall be qualified and authorized in the use of special tools and equipment required to test and maintain the SCBA in accordance with reference (g).
5.3. The Contractor shall have a valid Requalifier Identification Number (RIN) by the DOT Pipeline and Hazardous Material Safety Administration (PHMSA) in accordance with references (b) and (c).
5.4. The Contractor shall ensure that certifications and approvals are maintained current throughout the period of performance. Further, copies of current certifications may be requested during the five-year period.
5.5. The Contractor’s technicians must have a minimum of one-year experience in performing the requested work as defined in this PWS.
5.6. The Contractor shall contact the MSCREP to ensure all technicians and personnel requiring base and shipboard access meet security requirements.
6. PLACE OF PERFORMANCE
The Contractor shall have the capabilities to respond to service calls in CONUS, OCONUS, and all other worldwide locations. Contractor need not be capable of performing every TO and may choose to quote, at the TO level, for only those regional requirements in the contractor's area of operations or current availabilities.
Contractor shall make every effort to utilize qualified local/regional support for the vessel scope and location at the TO level.
6.1. This PWS may require that work be performed in ashore support facilities, on vessels berthed at
Government owned, Government furnished, or commercial piers, or while the vessel is underway. Due to worldwide ship locations and rapid changes in ship deployment and operating schedules, Contractor personnel shall be able to respond to last minute schedule changes.
6.2. The confirmed date and ship location will be provided one (1) week prior to the commencement date of the service call. Firm performance dates and location will be specified in each TO. The dates and location shall be verified and confirmed by the Contractor prior to the Contractor’s departure to the respective ship/job site. The Contractor can receive confirmation by contacting the responsible MSCREP or Contracting Officer whose name, phone number, and email address will be provided on each TO. However, there may be occasions when emergency services may be needed and one-week time frame may not be met.
7. PERIOD OF PERFORMANCE
The period of performance is a five (5) year ordering period with a six (6) month extension option per clause FAR 52.217-8 Option to Extend Services.
8. LABOR, MATERIAL, AND TRAVEL
The Contractor is to include in the pricing of this Contract all labor and material expenses that are to be expected for normal preparation and delivery of items specified in the TO. All quoted pricing for labor, material, and travel will be reviewed to determine the quoted price is fair and reasonable at the TO/DO level.
8.1. Labor:
8.1.1. Labor-Straight Time (S/T): Straight time (S/T) includes normal work of eight (8) hours per day, five (5) days per week, Monday through Friday.
8.1.2. Labor-Overtime (O/T): Overtime (O/T) includes any work in excess of eight (8) hours per day or in excess of forty (40) hours per week, or work performed on Saturdays.
8.1.3. Labor-Premium Time (P/T): Premium time includes any work performed on Sundays or holidays.
8.1.4. Labor-Travel Time (T/T): Travel time (T/T) shall not exceed S/T, O/T or P/T rates.
8.2. Material:
The contractor shall make an effort to utilize parts currently in the Government’s inventory, listed as GFI per each TO. Material orders not connected to services may be required.
8.3. Travel:
8.3.1. Contractor(s) shall submit a firm-fixed-price for travel for the reasonable, allowable, and allocable total cost of transportation, lodging, meals and incidental expenses. The cost may not include handling charges, general and administrative cost, overhead, profit or any other indirect cost.
8.3.2. Each task order that requires travel will require the Contractor to submit with their quote, a firm-fixed-price for travel costs associated with that task order.
8.3.3. The Contractor is responsible for making all needed arrangements for its personnel. This includes, but is not limited to, the following:
a) Medical Examinations
b) Immunizations
c) Passports, Visas, etc.
d) Security Clearances
e) Country Clearances
8.3.4. Note: Travel to the Philippines will require a “9A Special” visa.
9. TERMS OF WARRANTY
The contractor shall guaranty that all items will be serviced and maintained in accordance with the specifications of the manufacturer and certification requirements as set forth by the USCG, DOT, ABS, NFPA, CGA, OSHA, and NIOSH.

5.1 The contractor and all subcontractors, regardless of
tier must consult the General Technical Requirements (GTR) to

0562-3 determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1 through 7, 22, 23, 24, 28, and 29.
5.2 SCBA that are built to NFPA 1981 Edition 2007 or
earlier will alarm at 25% remaining air, whereas NFPA 1981 Edition 2013 or later will alarm at 33% remaining air.
5.3 Each self-contained breathing apparatus must be of the
pressure-demand, open-circuit type, approved by the Mine Safety and Health Administration (MSHA) and the National Institute for Occupational Safety and Health (NIOSH) per 46 CFR §35.30-20 (Tanker), 46 CFR §77.35-5 (Passenger Vessels), 46 CFR §96.35 (General Cargo). Additionally, each SCBA must be accredited to
NFPA 1981.
5.4 When using the term “SCBA”. “SCBA” refers to the SCBA
pack, mask and cylinders.

7.0 STATEMENT OF WORK REQUIRED
7.1 Provide the services of an Original Equipment
Manufacturer’s (OEM) Interspiro SCBA service facility and OEM Interspiro SCBA technician(s) to perform service on the Interspiro SCBAs identified in section 3.0.
7.2 Prior to the removal of Interspiro SCBAs from the
vessel, provide the OMT REP with documents in a condition report that verify the Interspiro SCBA service facility and Interspiro SCBA technician are eligible to provide service on the SCBAs identified in section 3.0. All documents must be current at the time of servicing.

7.2.1 Interspiro service facility must have letter(s)
or certificate(s) issued by Interspiro stating the service facility is permitted to provide service and repair for Interspiro SCBAs to the NFPA standard. Other societies standards such as EN (European) are not permitted to be substituted. Service facility must have access to the following OEM Interspiro items; service bulletins, repair manuals, repair parts, specialized repair tools and a SCBA functional test machine meeting the stands of Reference 2.1.3. A PosiChek3 Test Machine by Honeywell Analytics, or equal, is to be used, and must be running the most recent version of software from Interspiro, version 4.1.1.6.2 or later, additional it must have been calibrated within the last 12 months.
7.2.2 Technician providing service on the Interspiro
SCBAs must be factory trained by Interspiro and possess a minimum Interspiro Repair Technician certificate Level B for the model/type of SCBA identified in section 3.0.
7.2.3 Cylinder hydro testing facility must be
certified as a U.S. Department of Transportation (DOT) cylinder re-qualifier facility. Facility must have a U.S. DOT Requalification Identification Number (RIN) Letter that states that facility is permitted to requalify Interspiro cylinders identified in section 3.0. List of approved cylinder re-qualifier facilities and their U.S. DOT RIN can be found at the following URLs:

7.2.4 The above Interspiro service facility, Interspiro SCBA technician and U.S. DOT RIN cylinder re-qualification facility is not permitted to change without prior approval from the OMT REP.

of the SCBA outfits and spare cylinders, and temporarily remove from the ship and transport to the OEM Interspiro certified service facility. Only half (50%) of the SCBA outfits and cylinders are to be removed from the vessel at a time to maintain ship's force firefighting capabilities.
7.3.2 Custody for removal of the SCBAs must be
arranged through the OMT REP and ship’s Safety Officer.
7.4 SCBA technician will conduct an annual visual
inspection of the SCBA outfits and cylinders to meet the manufacturer’s design, installation, maintenance instructions and service bulletin requirements. The inspection must encompass the entire SCBA outfit and cylinder with attention to the following:
7.4.1 Inspection of the face mask assembly includes
the following:
a. Inspect the face mask sealing surface and edges for damage, cracks, tears, holes, pliability and tackiness.
b. Inspect the head harness buckles, straps, and webbing for breakage, loss of elasticity and excessive wear.
c. Inspect the lens for holes, cracks, scratches, distortion, heat-damaged areas, and a proper seal with the face piece.
d. Inspect the quick disconnect to the face mask.
e. Inspect the nose cup for cuts or damage.
f. Inspect the regulator assembly for damage and proper functionality.
g. Inspect quick disconnect coupling for damage, scratches, dents, debris, and that it properly connects to the low pressure hose.
h. Inspect the Spirocom XXL voice amplification unit to ensure that it operates.

i. Verify that the face mask is able to hold the Heads Up Display (HUD) and ensure it operates.
7.4.2 Inspection of the regulator includes the
following:
a. Inspect regulator housing and components for damage.
b. Inspect the regulator for missing or damaged components and parts.
c. Inspect bypass valve for damage and that is turns smoothly by hand.
d. Inspect the regulator and bypass valve for proper functionality.
7.4.3 Inspection of the backframe and harness
assembly includes the following:
a. Inspect the Breathing Air Computer (BAC) for damage and ensure the unit operates.
b. Inspect harness straps and back frame for cuts, tears, abrasions, excessive wear and indications of heat damage or chemical-related damage.
c. Inspect all buckles, fasteners, and adjustments to ensure proper functionality.
d. Inspect the cylinder valve docking assemble for damage and proper functionality.
e. Inspect the cylinder retention system for damage and proper functionality.
f. Inspect the cylinder for secure attachment to the back frame.
g. Inspect harness straps for full extension.
7.4.4 Inspection of the SCBA breathing air cylinder
assembly includes the following:

a. Verify the hydrostatic test date on the cylinders are valid.
b. Record the serial number, age, and date of the latest hydrostatic testing date.
c. Inspect gauges for damage and pressure accuracy.
d. Inspect cylinder body for cracks, dents, weakened areas, and indications of heat damage or chemical damage.
e. Inspect the composite portions of the cylinder for cuts, gouges, loose composite materials, and the absence of resin.
f. Inspect the cylinder valve outlet sealing surface and threads for damage.
g. Inspect the cylinder valve handwheel for damage, alignment, serviceability, and secure attachment.
h. Inspect the burst disc outlet area for debris.
i. Verify full charge of each cylinder.
7.4.5 Inspection of the HP and LP hoses includes the
following:
a. Inspect hoses for cuts, splitting, brittleness, abrasions, bubbling, cracks, heat damage, and chemical damage.
b. Inspect external fittings for visual signs of damage.
c. Verify hoses have proper tight connections.
7.4.6 Inspection of the digital display unit includes
the following:
a. Inspect the mechanical pressure gauge and digital display for damage.
b. Verify the cylinder pressure gauge, mechanical

7.4.7 Inspection of any optional accessories and
components must meet the manufacturer’s design, installation, maintenance instructions, and service bulletin requirements.
Include the following:
a. Verify complete assembly of components.
b. Conduct assessment of wear and damage.
c. Verify secure attachment.
d. Verify adequate power source.
e. Verify all operating modes are inspected for proper functionality.
7.4.8 Identify any cylinders that have reached their
maximum service life of 15 years, maximum for carbon fiber.
7.5 During the SCBA inspection the following must be
accomplished:
7.5.1 Each SCBA with an integrated Personal Alert
Safety System (PASS) must be disabled and labeled “PASS OFF” by the SCBA technician.
7.5.2 Each SCBA must have a fully functional HUD and
voice amplification unit. No exceptions.
7.5.3 SCBA technician must clean and disinfect each
face piece identified in section 3.0 using OEM recommendations using Reference 2.1.1 as guidance. OEM recommends using Georgia Steel FG350 Fresh Gear cleaner/disinfectant for Interspiro Spiromatic S8/S9 or Georgia Steel special respirator cleaner FK 300 Clean Gear II for Interspiro Spiromatic S5/S6/S7. CAUTION:
Bleach and products contain bleach should not be used on the facemask, rubber or Kevlar as it can degrade components.
7.5.4 SCBA technician must replace the batteries for
each BAC, HUD and SpiroCom XXL unit. Each BAC and HUD requires either unused AA alkaline Batteries, Type Duracell Copper Top

Alkaline MN1500, or unused AAA Alkaline Batteries, Type Duracell Copper Top Alkaline MN2400 or Energizer Max E92.
7.5.5 Conduct an air exchange by fully depleting the
air and refilling each cylinder to 4500 psi with minimum Grade D air using Reference 2.1.4 as guidance.
7.5.6 Replace low pressure hose that exceeds five
years in service. For estimating purposes assume XX require replacement.
7.6 SCBA technician will conduct a functional performance
test on each SCBA. The serial number of the Honeywell Analytics PosiChek3 (or equal) machine, must be printed on the functional test report for each SCBA. Coordinate testing with the OMT REP and ship’s Safety Officer to witness the testing. The functional performance test must include but not limited to the following per Interspiro OEM requirements:

7.7 SCBA technician must collect and record the SCBA
details required to complete Enclosure 2.2.1 and 2.2.2.
7.8 Conduct a visual examination on each cylinder to
validate if the cylinder has reached its maximum service life or requires hydrostatic testing. SCBA cylinder manufacture month and year will be displayed on the cylinder label.
7.8.1 Interspiro cylinders only have a 15-year
service life. Cylinders that have reached its maximum service life or fail hydrostatic testing are to be removed from service and disposed. Additionally, each cylinder must have a label affixed to it with the word “CONDEMNED” overcoated with epoxy near, but not obscuring the original cylinder manufactures label using Reference 2.1.2 as guidance.
7.8.2 Certified cylinder re-qualifier facility must
conduct a hydrostatic test on each cylinder during this service period for Interspiro SCBA cylinders that have less than 10 months remaining before the next overhaul date.
a. For estimating purposes assume the XX SCBA cylinders require hydrostatic testing.
b. Apply hydro testing label to the cylinder. The label must bear the company name, month and year of hydro testing and the RIN using Reference 2.1.2 as guidance.
7.9 Compressed, gaseous, breathing air must meet the
requirements specified in Reference 2.1.4.
7.10 Maintain workspaces in a clean condition during and
upon completion of the work requirements. Prevent contamination

0562-11 of any adjacent equipment and spaces.
7.11 Upon completion of all inspections, tests and repairs, return the SCBA and cylinders to a ready for service condition.
7.12 Return the SCBA outfits and cylinders to the vessel, place them in their original Damage Control Locker, and turn over to the OMT REP upon completion.
7.13 Reports
7.13.1 Submit an initial condition report with all the
documents identified in paragraphs 7.2 through 7.2.3.
7.13.2 Submit the final report detailing “as released”
conditions of SCBAs affirming they are safe for use. Each report and checklist must be completed and signed by the person who carried out the inspections, maintenance, servicing and testing;
then countersigned by the service facility manager. Submit one electronic copy in Portable Document Format (PDF) containing all of the following:
a. PosiChek 3 (or equal) functional test results for each SCBA, all pages required.
b. Hydrostatic testing results of each cylinder.
c. Completed copy of Enclosures 2.2.1 and 2.2.2.
d. A detailed list of all parts that were replaced for each SCBA.
e. Letter and certificates of the service facility and SCBA technician certificate.
7.13.3 When inspections, maintenance, servicing and
testing reveal any deficiency, a condition report is to be submitted with recommended repairs and parts required. Submit one electronic copy in Portable Document Format (PDF).
7.14 Painting: None additional
7.15 Manufacturer’s Representative
7.15.1 Provide the services of an OEM’s Interspiro
SCBA ANNUAL INSPECTION (INTERSPIRO)
0562-12 service facility and factory trained SCBA technician to perform all examinations, servicing, testing and certification of the SCBAs and cylinders in accordance with manufacturer’s performance specifications.
7.15.2 Provide the OMT REP with a signed letter of
qualification from the OEM, certificate of training for the SCBA identified in section 3.0 prior to the start of any work.
Functional tests are to be performed by a manufacturer certified technician.
7.15.3 Provide skilled Level B technicians, service
bulletins, standards, spare parts and all necessary equipment and tools to service and certify the SCBAs and cylinders.
7.15.4 The SCBA technician is to conduct two hour
group instruction with ship’s force personnel on the proper maintenance, care and use of the SCBA outfits.
7.16 Preparation of Drawings
7.16.1 Provide electronic copies of all revised and/or
updated technical documentation including drawings, technical manuals, service bulletins, parts lists, certification and test data associated with the work performed or parts supplied.

5.1 The contractor and all subcontractors, regardless of
tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1 through 7, 22, 23, 24, 28, and 29.
5.2 Each self-contained breathing apparatus must be of the
pressure-demand, open-circuit type, approved by the Mine Safety and Health Administration (MSHA) and the National Institute for Occupational Safety and Health (NIOSH) per 46 CFR §35.20(Tanker), 46 CFR §77.35-5(Passenger Vessels), 46 CFR §96.35(General Cargo). Additionally, each SCBA must be accredited to NFPA 1981.
5.3 SCBA that are built to NFPA 1981 Edition 2007 or
earlier will alarm at 25% remaining air, whereas NFPA 1981 Edition 2013 or later will alarm at 33% remaining air.
5.4 When using the term “SCBA”, “SCBA” refers to the SCBA
pack, mask and cylinder.
6.0 QUALITY ASSURANCE REQUIREMENTS: None additional
7.0 STATEMENT OF WORK REQUIRED
7.1 Contractor must only provide the service of an
Original Equipment Manufacturers (OEM) Scott SCBA Authorized Service Center (ASC) and OEM Scott technician(s) to perform service on the Scott SCBAs identified in section 3.0.
7.2 Prior to the removal of the Scott SCBAs from the
vessel, prove the OMT REP with documents in a condition report that verify the Scott SCBA ASC and Scott SCBA technician are eligible to provide service on the SCBAs identified in section
3.0. All documents must be current at the time of serving.
7.2.1 Scott ASC must have letter(s) or certificate(s)
issued by Scott stating the service facility is permitted to provide service and repair for Scott SCBAS, to the NFPA standard. Other societies standards such as EN(European) are not permitted to be substituted. ASC must have access to the following OEM Scott items; service bulletins, repair manuals, 0566-3

7.2.2 Technician providing service on the Scott SCBA
must be factory trained by Scott and possess a minimum Scott Repair Technician Certificate Level II for the model/type of SCBA identified in section 3.0.
7.2.3 Cylinder hydro testing facility must be
certified as U.S. Department of Transportation (DOT) cylinder re-qualifier facility. Facility must have a U.S. DOT Requalification Identification Number (RIN) Letter that states that facility is permitted to requalify Scott cylinders identified in section 3.0. 7.2.4 The above Scott ASC, Scott SCBA Technician and
U.S. DOT RIN cylinder re-qualification facility is not permitted to be changed without prior approval from the OMT REP.

Breathing Apparatus (SCBA) using References 2.1.1 through 2.1.6 and Enclosures 2.2.1 and 2.2.2 as guidance.
7.3.1 With assistance from ship’s force, take custody

7.5.2 SBCA technician must clean and disinfect each
regulator and face piece identified in section 3.0 only using OEM recommendations using Reference 2.1.1 as guidance. OEM recommends using Wescodyne-G disinfectant-detergent. CAUTION:
Bleach, alcohol and products containing alcohol should not be used on the facemask or other rubber based components.
7.5.3 SCBA technician must replace HUD batteries in
the remote gauge console and EPIC Voice Amp using Reference
2.1.1 as guidance.

7.5.4 Service Notice: All Scott Safety SCBAs labeled
as CBRN must be rated for CBRN use. CBRN breathing valves are the color black, whereas non-CBRN breathing valves are the color orange. Breathing valves that are the color orange are not permitted on the Scott Safety SCBA detailed in section 3.0 of this work item. Orange, Non-CBRN breathing valves must be replaced with black CBRN breathing valves. All SCBAs must be CBRN rated.
7.5.5 Service Notice: CBRN rated SCBA masks have grey
nose cones. Non-CBRN SCBA masks have a black nose cone. Black, non-CBRN rated nose cones must be replace with grey CBRN nose cones. All SCBA masks must be CBRN rated.
a. For estimating purposes assume that XX each non-CBRN nose cones require replacement.
7.5.6 Conduct an air exchange by fully depleting the
air and refilling each cylinder to 4500 psi with minimum grade D air using Reference 2.1.4 as guidance.
7.6 SCBA technician must conduct a functional performance
test on each SCBA. The serial number of the Honeywell Analytics PosiChek3 machine, or equal, must be printed on the report for each SCBA. Coordinate testing with the OMT REP and the ship’s Safety Officer to witness testing. The functional performance test must include but not limited to the following per OEM requirements:

7.6.4 Positive Pressure
7.6.5 Primary Lockup
