STATEMENT OF WORK (SOW) FOR

TUTORING SERVICES

1.0 GENERAL

1.1 BACKGROUND

The U.S. Coast Guard Academy is a 4-year accredited institute of higher learning. Cadets receive a Bachelor of Science degree upon graduation. The COVID-19 Pandemic led to unprecedented learning loss amongst K-12 students across the United States. U.S. Coast Guard Academy (USCGA) Cadets (Class of 2027) entered the USCGA in Summer 2023 less prepared than ever in math, science, reading, and engineering as evidenced by USCGA summer assessments in these areas. 155 cadets required remediation in mathematics which is quadruple the historic average. In addition, reading, chemistry, and introductory engineering classes showed the lowest grades on record. The USCGA is preparing for the implementation of Force Design 2028, which is projected to increase the size of the Cadet Corps. This increase is expected to raise the demand for in-person tutoring for Science, Technology, Engineering, and Mathematics (STEM) courses.

1.2 SCOPE

The USCGA requires contractor support to provide in person tutoring in STEM disciplines (data and computing, science, and engineering) for USCGA Cadets to improve the student grades and lead to success in our Core Curriculum and graduation in one of our nine majors. The USCGA requires a flexible and scalable tutoring service to adjust to seasonal academic demand and adjustable support between STEM subjects.

1.3 OBJECTIVE

Provide in person (on-premise at U.S. Coast Guard Academy) tutoring services to USCGA Cadets for math, chemistry, physics, data literacy/programming, and engineering for the fall, spring, and summer semesters.

2.0 SPECIFIC REQUIREMENTS

2.1 TUTORING SERVICES

2.1.1 On a task order basis, the Contractor shall perform a range of academic tutoring services for mathematics, chemistry, physics, data literacy/programming, and engineering during the USCGA fall, spring, and summer semesters.

2.1.2 Each tutor shall perform the following:

· Assist students in understanding course concepts, completing assignments, and preparing for quizzes and exams.

· Maintain the following and provide the information to faculty on a weekly basis:

· A list of the name(s) of all students tutored.

· The time each student arrives and departs a tutoring session.

· The time the tutor spends with each student.

· What was reviewed with the student during the session.

2.1.3 Each tutor shall report to the Center for Teaching and Learning located in Waesche Hall, Coast Guard Academy, New London, CT, Sunday through Thursday from 1900 to 2200 ET.

2.1.4 Tutoring services will not be required during collegiate breaks and federal holidays.

2.2 TUTORING SERVICES FALL, SPRING AND SUMMER SEMESTERS

2.2.1 On a task order basis, the Contractor shall perform a range of academic tutoring services for mathematics, chemistry, physics, data literacy/programming, and engineering during the USCGA academic terms (fall, spring and summer).
