About this file

This document is an Invitation for Bids (IFB) No. B24005 for On-Call Remediation, Emergency and Restoration Services issued by HomeFront, a Montana-based agency seeking to establish a pool of contractors for mold remediation services across their properties. The IFB outlines comprehensive mold remediation requirements, including detailed protocols for addressing various mold contamination conditions (Condition 1, 2, and 3) based on the Institute of Inspection Cleaning and Restoration Certification (IICRC) S520 Standard. The scope of work encompasses specialized services such as negative air filtration, HVAC system cleaning, surface decontamination, and post-remediation inspection and testing.

The solicitation emphasizes strict safety and health measures for remediation workers, with specific guidelines for identifying, removing, and treating mold-contaminated materials. Key technical requirements include using negative air machines, HEPA vacuuming, anti-microbial cleaning, and ensuring no visible mold remains after remediation. The document specifies that contaminated materials must be removed extending two feet past visible mold, with special considerations for hidden mold areas larger than three square feet. The remediation process requires professional-grade equipment, controlled removal techniques, and air sampling to verify successful completion, with contractors expected to follow precise protocols for containment, cleaning, and disposal of affected materials.

INVITATION FOR BIDS (IFB) No. B24005, On-Call Remediation, Emergency and Restoration Services

Outline of Remediation Services (IFB Attachment I)

Services that are outlined below include but are not limited to:

1.1 Mold Remediation Requirements:

1.1.1 Negative Air: negative air machines should be used to provide ventilation during remediation activities.

1.1.1.1 The negative air machines should be converted to air scrubber mode during non-working hours to maintain the security of the unit. The negative air/air scrubber machine is to continue to operate a minimum of two days after all remediation is completed.

1.1.2 Micro-Clean: clean with damp wipe with anti-microbial cleaning solution all walls, ceiling, floors, building materials, fixtures, counters, cabinets, windows, doors, etc. All surfaces are to be HEPA vacuumed.

1.1.3 HVAC System: A complete cleaning of the HVAC system is to be performed by a licensed HVAC contractor. Certificate of completion or invoice from the HVAC contractor showing the work was completed is to be attached to the Contractors final invoice for the work.

1.2 Mold Remediation Protocol:

1.2.1 The purpose of the mold remediation protocol is to provide specific mold remediation steps to control and remove the mold growth present. The steps are based primarily on the Institute of Inspection Cleaning and Restoration Certification (IICRC) IICRC S520 Standard and Reference Guide for Professional Mold Remediation.

1.2.2 The S520 standard is a procedural standard and is based on reliable remediation principles, available scientific and industry literature and information, and practical experience.

1.2.3 The IICRC S520 has categorized the indoor environment into three possible conditions when considering the level of mold spore contamination:

1.2.3.1 Condition 1: An indoor Environment that may have settled spores, mold spore fragments or traces of actual growth whose identity, location, and quantity, are reflective of a normal mold spore ecology for the similar indoor environment

1.2.3.2 Condition 2: An indoor environment which is primarily contaminated with settled spores that were dispersed directly or indirectly from the Condition 3 area, and which may have traces of actual growth.

1.2.3.3 Condition 3: An indoor environment contaminated with the presence of actual mold growth and associated spores. Actual growth includes growth that is active or dormant, visible, or hidden.

1.3 Microbial Decontamination, Drying and Clearance Testing: the scope of work addresses microbiological decontamination includes, but is not limited to following activities in the residence:

1.3.1 Work Process Summary:

1.3.1.1 Set up negative air filtration. (Entire residence will be placed under negative pressure.)

1.3.1.2 Remediate the unit according to IICRC S520 Standard

1.3.1.3 Begin the cleaning process in the room farthest from the negative air machine and then clean the residence in the direction towards the machine.

1.3.1.4 Conduct a post-remediation Inspection.

1.4 Occupancy During Remediation: The residence should not be occupied by anyone other than professional mold remediators during remediation activities.

1.5 Preliminary Health and Safety Measures

1.5.1 Protection of the safety and health of remediation workers and building occupants is of the upmost important in mold remediation projects. Each employer must comply with the safety and health regulations applicable to businesses that perform this work.

1.6 Cleaning and Decontamination Procedures

1.6.1 Work Area Gross Contamination Remediation

1.6.1.1 All identified materials should be treated and/or removed. The removal of contaminated material should extend two feet past the visible mold contamination.

1.6.1.2 Cut out the impacted building materials in a controlled manner in order to reduce the level of dust and spread of mold.

1.6.1.3 Hidden Mold: During the remediation process-hidden mold may be discovered. Small areas of mold may be remediated. Large areas greater than three square feet should be reported to the Agency and proper procedures for removal should be agreed upon.

1.6.1.4 The use of encapsulants, sealants, ozone and ultraviolet light as a substitute for source removal and detailed cleaning is generally not recommended.

1.6.1.5 The exposed structural members, studs, sill plates, floors and beams should be HEPA vacuumed, treated with cleaning solution and HEPA vacuumed again. Heavily impacted structural members that cannot be cleaned should be considered for replacement or sanded and HEPA vacuumed. All other remained materials should get the HEPA-clean-HEPA treatment.

1.6.1.6 All discarded building materials and personal effects will be sealed in plastic bags. All bags leaving the containment must be HEPA vacuumed. There are no specific requirements for the disposal of moldy materials.

1.7 In order to pass a Post-Remediation Inspection, there must be no visible mold on any remaining remediated building materials. If the visual inspection is satisfactory, air sampling will be conducted. All air samples must have a total mold spore count within the ranges specified on Attachment II.
