About this file
The file is an Attachment I Accelerated Award Option Election and Attestation Form for DARPA's Defense Sciences Office (DSO) Broad Agency Announcement (BAA) HR001125S0013. The form allows proposers to select an Accelerated Award Option for proposals not exceeding $2,000,000, with DARPA committing to award a contract, Other Transaction (OT) for Research, or OT for Prototypes within 30 days of selection notification.
Key stipulations for the accelerated option include: unclassified efforts, providing unlimited or government purpose rights for data and software, including a DARPA Cost Proposal Spreadsheet, submitting substantiating documentation for cost elements, and meeting specific requirements based on award type (procurement contract or OT). Proposers must have a DCAA-reviewed accounting system, agree to anticipated FAR/DFARS clauses, limit fee calculation to 8%, and include a small business subcontracting plan if applicable. The goal is to expedite awards for potentially groundbreaking research in national security applications that go beyond evolutionary improvements to existing practices.

Attachment I Accelerated Award Option Election and Attestation Form
DARPA has recognized a benefit in getting awards under the Defense Sciences Office (DSO) Office-wide BAA executed as rapidly as possible, as these efforts often serve as valuable foundational “seedlings” for future DSO programs. Because earlier awards almost certainly would benefit proposers as well, proposers may select an Accelerated Award Option as part of their full proposal submissions for efforts that do not exceed $2,000,000. This would allow proposers to agree in advance to prescribed terms and conditions in exchange for DARPA’s commitment to award the contract, Other Transaction (OT) for Research agreement, Other Transaction (OT) for Prototypes agreement no later than 30 days after the proposer’s receipt of selection notification.
Any proposer that is interested in this accelerated award option must provide the attestation below, to be completed and signed by an individual authorized to bind the organization. Should any of the stipulations below not be honored by a proposer or subcontractor, DARPA will revoke its commitment to an accelerated award.
