About this file
This document is an Accelerated Award Option Election and Attestation Form (Amendment 1) for the DARPA Defense Sciences Office (DSO) Office-wide Broad Agency Announcement (BAA). The form allows proposers to expedite contract awards for research efforts not exceeding $2,000,000 by agreeing to predefined terms and conditions, with DARPA committing to award the contract within 30 days of selection notification. Eligible proposers must meet specific requirements, including having an unclassified effort, providing unlimited or government purpose rights for data and software, submitting a cost proposal spreadsheet, and including substantiating documentation for all proposed cost elements.
The accelerated award option covers multiple funding instruments, including procurement contracts, Other Transaction (OT) for Prototypes agreements, and Other Transaction (OT) for Research agreements. Proposers must comply with various stipulations, such as having a DCAA-reviewed accounting system, agreeing to anticipated FAR/DFARS clauses, maintaining a fee calculation percentage not exceeding 8%, and potentially providing a small business subcontracting plan. The form is part of DARPA's Research and Technology Development program (CFDA 12.910), which supports innovative, high-risk research across scientific and technological domains for national security applications.

Attachment I Accelerated Award Option Election and Attestation Form Amendment 1
DARPA has recognized a benefit in getting awards under the Defense Sciences Office (DSO) Office-wide BAA executed as rapidly as possible, as these efforts often serve as valuable foundational “seedlings” for future DSO programs. Because earlier awards almost certainly would benefit proposers as well, proposers may select an Accelerated Award Option as part of their full proposal submissions for efforts that do not exceed $2,000,000. This would allow proposers to agree in advance to prescribed terms and conditions in exchange for DARPA’s commitment to award the contract, Other Transaction (OT) for Research agreement, Other Transaction (OT) for Prototypes agreement no later than 30 days after the proposer’s receipt of selection notification.
DARPA does not expect to enter into negotiations regarding the terms and conditions of the model OT or Procurement Contract and intends to provide the awardees with a simple agreement with consistent terms and conditions such that DARPA can ensure awards are made quickly, and selected proposers can begin work expeditiously.
Any proposer that is interested in this accelerated award option must provide the attestation below, to be completed and signed by an individual authorized to bind the organization. Should any of the stipulations below not be honored by a proposer or subawardee, DARPA will revoke its commitment to an accelerated award.
