D.1. PERFORMANCE WORK STATEMENT (PWS)
DEFINITIONAL MISSION FOR INFORMATION AND COMMUNICATION
TECHNOLOGY OPPORTUNITIES
D.1.1. OVERVIEW
The U.S. Trade and Development Agency (USTDA) is a foreign assistance agency that delivers its program commitments through grants and contracts. The projects supported by USTDA activities represent strong and measurable development priorities in the host country and offer opportunities for the sale of U.S. goods and services. Requests for USTDA assistance are made by either public or private sector project sponsors for implementation in developing and middle-income countries.
D.1.2. SCOPE OF WORK
USTDA requires services under this non-personal services Definitional Mission (“DM”) contract to support its decision-making relative to the funding of activities to support Information and Communication Technology Opportunities in South and Southeast Asia. Specifically, the Contractor shall, if requested by the COR, provide preliminary project assessments (“Project Assessments”) for up to 7 project proposals, and provide final project reports (“Project Reports”) for up to 14 activities for USTDA funding consideration of feasibility studies, technical assistance activities, and/or pilot projects in the ICT sector (including, but not limited to, connectivity, smart city, smart grid, smart building solutions, 5G and next generation networks, cybersecurity, disaster response and public safety applications, and cloud computing projects).
USTDA reserves the right to determine which Project Assessments merit consideration to address the 7-proposal requirement and which Project Reports merit consideration to address the 14-activity requirement.
The Contractor shall allocate effort in providing Project Assessments and Project Reports approximately evenly among USTDA eligible countries in South and Southeast Asia and the Pacific Islands. However, ultimate country focus and project allocation shall be determined by
USTDA.
The Contractor shall evaluate project opportunities in South and Southeast Asia and the Pacific Islands simultaneously. USTDA may provide the Contractor with project proposals for consideration under this DM. The Contractor shall also identify potential projects to review under this DM for USTDA consideration.
The purpose of the Preliminary Assessments is to:
Definitional Mission for Information and Communication Technology in the South and Southeast Asia Region
1. Collect high-level project information, such as information on the project’s technical, commercial, and financial viability, grantee commitment, U.S. export potential, technical and/or regulatory hurdles, and basic USTDA eligibility criteria.
2. Assess and identify key issues and obstacles to the project proposal moving forward.
3. Identify information and data needed in order for USTDA to make a determination on this project proposal.
4. Analyze specific project issues or technical factors that may impact overall project viability.
5. Provide supporting analysis and an approximately three (3) – five (5) page recommendation on whether or not USTDA should put this project proposal under full review (e.g. development of Terms of Reference, budget and Project Report).
The Project Assessment is not intended to require detailed data provided by the proposed grantee/contractor, but rather collect high-level project information from concept proposals and initial conversations (including conference calls and in-person meetings) with the prospective Project Sponsor and related project parties. Before initiating any Project Assessment, the Contractor shall receive USTDA’s approval in writing to proceed.
The purpose of the Project Reports is to:
1. Assess and provide a recommendation on whether USTDA should provide funding for the proposed feasibility study(ies), technical assistance, pilot project(s), or other activity(ies), hereinafter referred to as “activity(ies)”.
2. Develop terms of reference and budgets for up to 14 activities for USTDA funding consideration.
o If the Contractor is having difficulty meeting this requirement, the Contractor must discuss the findings of the mission with the COR in advance of writing the draft Project Reports.
o The Contractor shall obtain the COR’s written approval before developing any activity.
3. Provide supporting analysis for the recommendation on the activity in Project Reports that analyze all the relevant issues.
4. In addition, the Contractor shall assess the potential of the relevant market sector in the host country for U.S. suppliers of goods and services in the Project Reports and Final Report.
As described in Section D.1.7.2., the Contractor shall also submit a business confidential Final Report that includes a complete description of the mission detailing the following: (1) all projects reviewed during the course of the mission; (2) all Project Assessments; (3) all Project Reports, including the Terms of Reference (TOR) and budgets the Contractor has developed in coordination with the Project Sponsors (and U.S. firms, if applicable) for each project; (4) summaries of all meetings held in the U.S. and overseas for each Project Report; (5) list of all persons attending the meetings and their contact information for each Project Report; and (6) a brief explanation for any activity(ies) or project(s) that were reviewed and were not recommended for USTDA funding.
Definitional Mission for Information and Communication Technology in the South and Southeast Asia Region
The Preliminary Assessments, Project Reports, and the Final Report, unless otherwise directed by USTDA, shall be labeled clearly on every page as “Business Confidential” and shall be treated accordingly per sections D.11, “Confidentiality,” and D.12, “Intellectual Property.”
The Contractor will not be paid for reports that are not approved or completed.
The actual number of deliverables/reports against this contract is dependent on the success of the Definitional Mission and availability of projects. Therefore, not all deliverables may be required or be possible and the figures provided for the Project Reports are not-to-exceed ceiling figures and not actual figures. The Contractor shall only invoice for work/deliverables actually completed. Any unexpended funds will be de-obligated from the contract at close-out.

D.1.5. PROJECT PROFILE
The Indo-Pacific contributes to 60 percent of global gross domestic product (GDP), a figure that is expected to rise as the region is home to some of the most dynamic emerging economies in the world. Economic reforms have prompted the region to triple GDP and categorize 70 percent of the population as either economically secure or middle class. This transition is largely due to the expansion of market-based economies as more hospitable investment environments have increased transparency, removed barriers, and fostered economic prosperity. The ICT sector has played and will continue to play a lead role in cementing economic growth across the Indo-Pacific. It is the world’s fastest growing region for internet adoption and digital connectivity between people and businesses, and this digital transformation has the potential to spur tremendous economic growth while creating high-value U.S. export opportunities. According to the Asian Development Bank, Asia’s emerging markets need to invest $2.3 trillion by 2030 in telecommunications alone in order to maintain the region’s growth momentum. With the region’s annual investments falling far short of this need, private sector investment will be crucial to helping Asia meet its growth potential.
Definitional Mission for Information and Communication Technology in the South and Southeast Asia Region
Supporting U.S. ICT companies across the Indo-Pacific is essential to promoting economic prosperity, national security, and democratic principles. Recognizing this need, the U.S.
Government has launched two parallel initiatives, the Digital Connectivity and Cybersecurity Partnership (DCCP), and the U.S.-ASEAN Smart Cities Partnership, which seek to increase U.S.
engagement in the ICT space across the Indo-Pacific. DCCP is a multi-year, whole of government effort to promote an open, interoperable, secure, and reliable internet. The DCCP seeks to provide a credible alternative to top-down, authoritarian approaches to Internet and ICT development and help countries in the Indo-Pacific realize the tremendous economic benefit of the digital economy.
The four primary objectives of DCCP are to 1) build connections; 2) advance an open Internet; 3) grow global markets and; 4) enhance cybersecurity. The U.S.-ASEAN Smart Cities Partnership is meant to spur renewed U.S. investment in the region’s digital infrastructure and to advance prosperity and security throughout Southeast Asia.
In South and Southeast Asia, there are opportunities for U.S. companies to support the region’s smart city development, increasing connectivity of ICT infrastructure, laying the foundation for 5G, and enhancing cybersecurity with both public and private sector partners. The growing interest and threats related to cybersecurity present additional opportunities for the United States to deepen cybersecurity cooperation with ASEAN and its member states in areas of policy and strategy development, legislation, norms, and capacity building. U.S. government engagement focuses on promoting polices that enable innovation to help people benefit from technology, including support for affordable access to technology, free flows of data, and consumer privacy protections. U.S.
companies remain world leaders in the ICT sector and are highly competitive in supplying…
