About this file
This document contains an amendment to a solicitation for a Definitional Mission for Information and Communication Technology Opportunities in South and Southeast Asia. The United States Trade and Development Agency is seeking offers for a firm-fixed price contract with a cost-reimbursable contract line item number for other direct costs. This is a 100 percent small business set-aside conducted according to Federal Acquisition Regulation Parts 12 and 15 under North American Industry Classification System code 541690. Offerors must be registered in the System for Award Management with an active status. The amendment provides answers to questions from prospective offerors, clarifying that the solicitation estimates two international trips for two contractors over 30 total days over the two-year period to meet with stakeholders in countries including India, Indonesia, Vietnam, Malaysia, the Philippines, Thailand, and others in the region.

Questions and Answers (BOLD)
Question 1: Please advise on the estimated time input/level of effort of Key Experts over the project duration (in person-days).
Answer 1: The RFP details the required scope of work for the contract. It is up to the offeror to determine level of effort and pricing for deliverables as a part of the proposal.
Question 2: The RFP anticipates travel to host countries (India, Indonesia, Vietnam, Malaysia, the Philippines, Thailand, and other countries in the South and Southeast Asia and Pacific Islands region), which is estimated as two trips for two staff members for a total of 30 days to meet with prospective grantees and other relevant stakeholders from the relevant sector. Could you please confirm if you estimate the two trips over 30 days to be held over the entire duration of the project (2 years), or if you expect the consultants to undertake two trips to each country over 30 days? In case of the former, please advise if you assume that the experts will travel to multiple countries during their trips.
Answer 2: USTDA is estimating two international trips for two contractors over 30 total days over the entire duration of the project. Each international trip would typically involve stops in two to three countries.
All Else Remain Unchanged.
