About this file

The document is a Commercially Useful Function (CUF) Compliance Form required under Military and Veterans Code 999.5 and Government Code 14837.4, applicable to state contract opportunities involving small businesses, micro businesses, and disabled veteran business enterprises (DVBE). The form is designed to ensure that certified businesses perform a meaningful and substantive role in state contracts by demonstrating their ability to execute distinct work elements, manage project responsibilities, perform work consistent with their normal business functions, and handle key procurement activities like pricing, quality control, and ordering.

The form requires detailed documentation from bidders or subcontractors about their specific project roles, including five key compliance criteria: responsibility for executing a distinct work element, actual performance or supervision of work, performing work typical to their business function, managing product and supply chain responsibilities, and ensuring subcontracting levels are consistent with standard industry practices. Businesses must complete a separate form for each small business, micro business, or DVBE involved in the contract, providing a signed statement detailing their proposed contribution and demonstrating their ability to perform a commercially useful function within the project scope.
