DEMO AD PARKING LOT #6 – CANA
1. PARK INTRODUCTION
Canaveral National Seashore is comprised of 58,000 acres. Three quarters of that is within Mosquito Lagoon which is a part of the Indian River Lagoon system. Canaveral means "place of cane," and is one of the oldest recorded geographical names in North America. Merritt Island is thought to have been named by Pedro Marratt, a surveyor who charted the island in the early 1800's. But humans left their imprint here long before European explorers ventured ashore. First Natives, attracted by the fertile estuaries and temperate climate, harvested oysters/clams and discarded the shells in heaps that archeologist’s study today in the national seashore such as the mounds at Seminole Rest, Turtle Mound, and Castle Windy.
2. PROJECT OVERVIEW
This project is to remove Parking Lot #6 in the Apollo District of the Canaveral National Seashore. The project includes asphalt removal, scraping the sub-base material down to leave 3 inches for stabilization, and then replanting the upland area with native plants of similar species to the surrounding area. The parking area along the shore has been eroding and undermined the parking lot but this project does not include shoreline stabilization. Shoreline stabilization from the Mean High-Water Line (MHWL) to the water’s edge of Mosquito Lagoon (lowland area) is not part of the project.
Offerors are encouraged to propose process improvements and industry best practices in their proposals.
3. REQUIRED SERVICES/TASKS
The Contractor shall provide all labor, tools, equipment, materials, and supervision required to perform the following tasks:
Complete the removal of the approximately 11,000 SF of asphalt pavement from the surface of the parking lot. With the asphalt layer removed, leave the clean sub-base material for planting and soil stabilization. The removal shall include the whole of the parking lot as well as both the north and south access aprons. The main road shall be left with a typical edge appearance, as if the parking lot was never there. All removed materials shall be disposed of in accordance with an approved Debris Disposal Plan. Contractor shall install silt fence around the perimeter of the parking lot along the shoreline and sides of the entry road. Once project is complete, remove and dispose.
Install native plants as specified below. See Attachment C Planting Plan for diagram.

4. PLANT RELATED SPECIFICATIONS / REQUIREMENTS
1.0 SITE CLEARANCE
The Contractor shall give the COR notice 48 hours before the delivery, staging, and planting of the plants. The Contractor is required to follow the submitted and approved project schedule as detailed below.
1.1 SOIL CONDITIONS
Soil conditions for planting must be in a condition that ensures establishment and continued thriving of the plants. The soil shall be not waterlogged.
1.2 CLIMATIC CONDITIONS
Carry out the work while weather conditions are suitable for planting and in a condition that ensures establishment and the continued thriving of the plants. Do not plant during strong winds conditions.
1.3 TIMES OF YEAR FOR PLANTING
Planting may occur upon the completion of the parking lot removal and appropriate base level preparation during the period of performance.
1.4 HAND TOOLS
All hand tools are permitted. Mechanical two-man auger and other mechanical equipment, such as tractors, skid steer, and other similar equipment is allowed.
1.5 WATERING
The full depth of topsoil should be watered as necessary during the contract period of performance until full acceptance.
Watering should be applied evenly and, in a manner, to avoid damaging or displacing plants and/or soil.
The watering should be provided at a frequency that ensures establishment and continued thriving of the plants during the 60-day plant establishment period.
1.6 NOTICE TO THE COR
Contractor shall provide notice to the COR before the following:
Delivery of plants.
Staging of plants in accordance with the Planting Plan (See Attachment C).

Planting of trees and shrubs.
Watering.
Site visitation during the period of performance.
1.7 PREPARATION and PLANTING, Plants shall be free from toxins, pathogens, or other extraneous substances harmful to plant, animal, or human life.
Plants shall be absence of harmful substances and free of not native seed and fertilizer.
2.0 PLANTS – GENERAL
Condition: Materially undamaged, sturdy, healthy and vigorous.
Appearance: Of good shape and without elongated shoots.
Hardiness: Grown in a suitable environment and hardened off.
Health: Free from pests, diseases, discoloration, weeds, and physiological disorders.
Root system and condition: Balanced with branch system.
Standard: The National Plant Specification.
Species: True to name.
2.1 CONTAINER GROWN PLANTS
Growing medium: Should provide adequate nutrients for plants to thrive until permanently planted.
Plants: Centered in containers, firmed and well-watered.
Root growth: Substantially filling containers, but not root bound, and in a condition conducive to successful transplanting.
Hardiness: Grown in the open for at least two months before being supplied.
Containers: With holes adequate for drainage when placed on any substrate commonly used under irrigation systems.

Provide each plant with supplier's labeling for delivery to site, showing full botanical name and the supplier's name.
2.3 PLANT SUBSTITUTION
Prior to plant substitution, any plants determined unobtainable or known to be likely to be unobtainable at the time of ordering shall be made known to the COR.
The Contractor shall submit alternatives to the COR including the following information:
• Price difference.
• Difference from specified plants.
The Contractor shall obtain approval from the COR before making any substitution.
2.4 PLANT HANDLING, STORAGE TRANSPORT AND PLANTING
Handle plants with care. Protect from mechanical damage and do not subject to shock, e.g., by dropping from a vehicle.
All plants shall be adequately packaged and protected during transportation from source to planting on site. To minimize storage of plant stock, operations are to be arranged so that, trees and shrubs are planted immediately after each planting pit is prepared.
Plants are to be stored in a secure location, protected from site operations and over exposure to adverse weather conditions.
3.0 ESTABLISHMENT OF NEW PLANTING
Duration: 60 days.
Watering: As specified above, watering should be applied at a frequency that ensures the establishment and continued thriving of the plants during the 60-day plant establishment period.
5. ADDITIONAL CONTRACTOR REQUIREMENTS
During the project, care must be taken to protect natural and cultural resources. All contractor personnel working on site must complete a natural and cultural awareness training delivered by the NPS. Training shall be completed prior to starting any physical work for the project. One of the purposes of this training is to ensure the contractor is familiar with and comply with any Environmental Species Act (ESA) listed species mitigations. The natural and cultural resource training shall be delivered from the NPS at no cost to the contractor. Contractor shall coordinate training delivery through the project COR.

A park provided, certified Archeologist, is required to be on-site prior to any manual digging or excavation for the nursery plants. The Contractor shall coordinate and schedule through the COR requests for Archeologist support. Archeologist support must be requested with 30 days’ notice to allow for the coordination of the support.
All materials and soil shall be well screened for invasive species. The Contractor must ensure all work is aimed at preventing, managing, and controlling the spread of invasive species within the park ecosystem. Invasive species are non-native organisms that cause harm to the environment, economy, or human health. All materials and soil will be visually inspected by NPS staff for the presence of invasive species. Material found to contain non-native species, shall not be planted.
To prevent transport of non-native organisms, all equipment shall be washed down prior to entering the work area. Equipment will be inspected for compliance by NPS staff.
Silt fencing shall be installed (160 linear feet on the edge between the parking lot should adjacent to the water) and maintained to ensure minimal run-off and siltation of the waterways in the areas adjacent to the demolition site. The fencing shall be removed from the site after the ground cover is established at the discretion of the NPS.
6. GOVERNMENT FURNISHED PROPERTY, MATERIALS, & SUPPLIES
None
7. WORKING HOURS
The Contractor shall complete on-site work during normal business hour period of 8:00 am to 5:00 pm, Monday through Friday, excluding Federal holidays. Working outside these times and dates shall require a written request. Each request to work outside of normal business hours shall be date specific and shall be pre-approved by the COR and require minimum of 72 hours’ notice.
Requests without this specified notification period will not be approved. Approval of a submitted project schedule shall not consist of inherent approval for work outside of normal hours. While the Contractor is working on site, the COR may be reached by mobile phone during these specified normal business hours.
8. PERIOD OF PERFORMANCE
All work shall be completed within 90 days after award.
9. SAFETY & ENVIRONMENTAL COMPLIANCE
The Contractor shall submit a site-specific Contractor Safety Plan and identify a single Safety Person in Charge with a clear transfer of responsibility in cases when there are alternates for all on-site work. In addition to these requirements, designated person(s) shall meet and demonstrate competency in all Occupational Safety and Health Act (OSHA) standards related to Competent Persons (CP) under 29 CFR 1910 through 1926 for the applicable areas related to this project.
The site-specific Contractor Safety Plan shall also include separate subsections for: 1) Worksite Safety, 2) Inclement Weather Response Plan to address preparations for a heavy storm event, and a 3) Equipment Security Plan focusing on preventing visitor from damaging or entering into unsafe instances.

The Contractor shall comply with pertinent Environmental Protection Agency (EPA) laws and regulations.
The Park Safety Officer shall have the authority to issue restraint or cease-and-desist orders to the Contractor when violations or unsafe acts are present and threaten Government and Contractor employees or damage to Government property. The contractor shall notify the CO and COR immediately if issued a cease-and-desist order.
The Contractor shall immediately report to the CO, COR, and Park Safety Officer all accidents resulting in employee injury or death or damage to property while performing this contract.
10. MOTOR VEHICLE & TRAFFIC REGULATIONS
Contractor employees operating motor vehicles to and from the park shall possess a valid driver's license. Driver and vehicle permits, licenses, registrations and proof of insurance shall be maintained in the vehicle at all times and made available upon request. Contractor employees shall comply with federal vehicle motor law requiring seat belts be worn at all times. Contractor employees shall adhere to the posted speed limits.
11. EMPLOYEE IDENTIFICATON BADGES AND PARKING
All Contractor employees shall comply with parking procedures provided by the COR. If applicable, Contractor employees shall return any park issued personal or vehicle identification badges immediately upon termination of employment or completion of this contract.
12. SUBMITTAL REQUIREMENTS LIST (POST-AWARD)
The following items are to be submitted after the contract award. All submittals shall be approved prior to ordering or starting any work.
• A Debris Disposal Plan is required. This plan shall describe how records of debris taken from the site are tracked to a specific debris disposal facility. No materials shall be dumped or disposed of improperly. Debris must be disposed of in accordance with all federal, state, and local laws and ordinances at an approved disposal site.
• Contractor Safety Plan is required, which shall include sections on construction worksite safety, inclement weather response plan and an equipment safety plan. Refer to the Safety and Environmental Compliance Section above.
• An Invasive Species Plan is required for this project, which shall include
