About this file
This is Attachment G of an Invitation to Bid (ITB #S-10000-00009432) issued by the Oregon Department of Human Services (ODHS) for duress devices with monitoring systems and magnetic locking devices. The solicitation requests bidders to supply and install duress devices with monitoring systems in all Secure Adult Correctional Unit (SACU) homes, with 200 wearable devices required. Additionally, bidders must inspect, evaluate, repair, or replace magnetic locks in all SACU homes. All components must be implemented and operational before February 28, 2025. The cost proposal section itemizes pricing for duress devices and monitoring systems at a quantity of 200 units, along with separate line items for additional devices, maintenance and repair costs, training and user guides, and costs for maglock installations across 15 specified locations (Brooks, Cade, Charles, Dean, Discovery, Gath, Halsey, Hampden, Hawthorne, Macleay, Madison, Oak, Turner, and Weirich). Bidders must indicate their delivery time after receipt of order, with ODHS reserving the right to reject any bid exceeding 6 weeks.
The attachment includes a detailed Project Criteria Questionnaire requiring bidders to confirm their capability to meet 12 specific technical and service requirements. For the duress device system, bidders must affirm their ability to provide wearable devices with optional styles, discreet activation, and GPS tracking; modifiable alarm systems with volume and tone controls; zone-based setup capabilities; backup power and redundancy features; and 24/7 technical support with maintenance and repairs within 24 hours. For the maglock systems, bidders must commit to on-site response within 24 hours, maintain 24/7 availability, preserve adequate replacement parts inventory, employ trained staff, and ensure all replacement locks meet ITB specifications. The document requires bidder signature, contact information, and authorized signature for submission.
