About this file

This is a Pre-Demolition Asbestos/Lead Survey Report prepared by the San Diego County Department of Environmental Health and Quality, Community Health Division, for the Department of General Services Capital Construction division. The survey was conducted on the House of Metamorphosis building located at 2970 Market Street, San Diego, CA 92102, in anticipation of planned demolition activities. The approximately 6,600 square-foot, two-story structure was constructed in the 1940s with later additions and currently houses offices, kitchen, dining room, restrooms, showers, dormitories, and attic space. The survey was performed between April 22-27, 2026, and May 15, 2026, by the Occupational Health Program's Industrial Hygienist, Milad Yacoub, under the supervision of Rosa Daulo, Supervising Industrial Hygienist. The report documents findings from bulk sampling of suspect asbestos materials sent to accredited laboratories (EMSL Analytical, Inc. and Eurofins Built Environment Testing West, LLC) and analyzed in accordance with EPA Method 600/R-93/116.

The survey identified asbestos-containing materials (ACM) in six primary locations: thermal system insulation, joint compound, black mastic penetration (4-6% chrysotile), white baseboard leveling mud (3% chrysotile), kitchen sink black coating (2% chrysotile), and ceiling tile glue (1-2% chrysotile). Lead sampling revealed high concentrations exceeding 1.0 milligrams per square centimeter in doors, frames, casings, windows, baseboards, trim, soffits, and roof vent pipe end caps. The report also identified additional hazardous materials requiring proper management, including paints, ballasts, laboratory chemicals, transformers, HVAC units, and electronic waste. The report explicitly notes that it does not provide an abatement work plan but serves as a summary of findings to inform the development of a separate work plan for safe removal and disposal of identified hazardous materials prior to demolition.

PRE-DEMOLITION ASBESTOS/LEAD SURVEY REPORT: HOUSE OF METAMORPHOSIS, 2970

MARKET ST, SAN DIEGO 92102

SUMMARY

Subsequent to a request by Robert Ruiter, Capital Construction Project Manager with Department of General Services (DGS), the Occupational Health Program (OHP) conducted an asbestos and lead pre-demolition survey of the House of Metamorphosis, located at 2970 Market St, San Diego, CA 92102. The survey was requested in anticipation of the planned demolition. Other items in the House of Metamorphosis area identified to contain hazardous materials were also noted. The survey was conducted on April 22 through April 27, 2026 and May 15, 2026.

Survey results identified asbestos in the following materials: thermal system insulation (TSI), joint compound (JC), black mastic, white baseboard leveling mud, kitchen sink black coating, and ceiling tile brown glue. In addition, thermal system insulation (e.g. pipe insulation & paper), and cement pipe (underground) are assumed to contain asbestos.

The lead survey revealed several components that contain high concentrations of lead [>1.0 milligrams per square centimeter (mg/cm2)]. These include but may not be limited to components such as doors, door frames, door casings, built-in benches, walls, baseboards, windowsills, window frames, window casings, wall trim, rafter tails, soffits, porch railings and eave supports. All other tested painted surfaces should be assumed to contain lead at lower concentrations. In addition, vent pipe end cap covers on the roof were composed of lead.

Other hazardous materials on site must be properly managed prior to disposal or recycling. Examples of these hazardous materials include, but are not limited to paints, ballasts, laboratory chemicals/storage, transformers, A/C units, universal and electronic waste (e.g. lights, ballasts, batteries, non-empty aerosols, smoke detectors, mercury thermostats and switches, and circuitry etc.), and appliances.

This report does not provide a work plan for the abatement of asbestos and lead materials. It summarizes findings for all sampled materials analyzed for asbestos and lead content. A separate work plan should be developed utilizing this document from which guidance can be given regarding the abatement of asbestos and lead containing materials/components.

For more detailed information, please see the DISCUSSION and CONCLUSIONIS/RECOMMENDATIONS sections that follow.

002349 Report 2 May 19, 2025

DISCUSSION

OHP conducted an asbestos and lead pre-demolition survey at the House of Metamorphosis (HOM) building located at 2709 Market St, San Diego, CA 92102. HOM is approximately 6,600 square feet two-story building that was constructed in the 1940s with various structures added on a later date. The structure includes offices, kitchen, dinning room, restrooms/showers, dormitories and an attic. The survey was conducted on April 22 through April 27, 2026 and May 15, 2026.

The main building was constructed in the 1940’s and has undergone some renovations since. The HOM building is currently unoccupied, but a recent break-in resulted in copper theft, exposing TSI, causing the surrounding area to be contaminated with TSI. The area has been sealed off with polyethylene sheeting to prevent further contamination while waiting for abatement activities.

The various roofs consist of shingles and rolled roofing. The exterior of the building is composed of concrete and stucco with wooden windows and wood trim. The interior of the building is constructed of concrete/cementitious wall and flooring, drywall, plaster, wood, ceramic floor tile, and vinyl floor tile. The attic is comprised of wood with some steel beams, insulation material, and HVAC units.

The parking lot is compromised of asphalt, petromat under the asphalt, and concrete.

The three sheds in the West section of the building are comprised of wood exterior and interior, with shingled roof.

Asbestos

Samples of suspect asbestos materials were collected to complement historical survey data. The samples were sent to EMSL Analytical, Inc. San Diego, California Testing Laboratory and Eurofins Built Environment Testing West, LLC in San Diego. Both Laboratories are accredited through the National Voluntary Laboratory Accreditation Program. The asbestos samples were analyzed in accordance with EPA Method 600/R-93/116, version dated July 1993.The table below identifies the materials that contain asbestos. All the materials on the table are Asbestos-Containing Materials (ACM) or Asbestos-Containing Construction Materials (ACCM). ACM consists of materials containing greater than one percent (1.0%) asbestos and ACCM contains less than one percent (1.0%). All the other sampled materials tested negative for asbestos. Analytical results of all materials are provided in the Asbestos Bulk Sample attachment (Attachment 1 and 1.1). In addition, see Attachment 1.2 for other historical ACM data identified.

Lead

Representative painted surfaces were analyzed using a Niton XL X-Ray Fluorescence (XRF) analyzer which is a direct reading instrument that can detect lead at high concentrations. The instrument measures and expresses a lead concentration in mg/cm2. According to the United States Housing and Urban Development (HUD) guidelines, a sample containing 1.0 mg/cm2 or greater is considered to be LBP .

However, according to the City of San Diego’s Lead Ordinance, a sample greater than 0.5 mg/cm2 triggers additional requirements.

OHP analyzed various colors of paint and components from the building. Several ventilation pipe end caps on the roof were identified to contain high concentrations of lead. Several other painted surfaces contained lead at or above the City of San Diego lead ordinance level of 0.5mg/cm2.

The results are summarized in the table below. Analytical results of all assessed materials are provided in the Lead-Based Paint Sample Attachment 2. Note that lead could be present in lower amounts than specified above and employees must be protected accordingly per Cal/OSHA requirements (California Code of Regulations, Title 8, Section 1532.1. Lead).

CONCLUSIONS/RECOMMENDATIONS

1. The County must inform all contractors and/or affected County personnel of the results of this survey.

a. A copy of this survey should be provided as part of the bid proposal package. This document can assist selected contractors in taking appropriate precautions (e.g., training, personal protective equipment, exposure monitoring, etc.) to protect their workers from hazards identified in this report. Cal/OSHA has specific regulations pertaining to these types of hazards and contractors have the responsibility of protecting their workers.

Contractors should contact the County with questions about this report prior to submitting their bid proposals.

b. Prior to work activities, DGS must notify affected County employees of the presence, location, and quantity of asbestos and lead materials that will be impacted by the proposed construction activities. Furthermore, they must be aware of the precautions taken by the contractor to control work activities (e.g., work practices and controls). DGS must communicate the information in this report to employees working adjacent (i.e., near) the proposed work area either verbally or in writing.

2. OHP must monitor work activities where asbestos and lead materials are disturbed. Inspection of pre-existing conditions, verification of proper set-up, and on-site project surveillance help to ensure appropriate methods are being utilized to prevent exposure to the public, county employees, and property. The existing internal agreement (IA) would need to be increased to cover this work.

3. Disposal and recycling issues regarding the identified asbestos and lead materials will need to be addressed based on the final destination of the material. OHP and the contractor need to decide on a disposal/recycling plan for the asbestos and lead materials based on the best available environmental and cost-effective disposal option. Typically, metal components with lead paint can be recycled as scrap metal.

It is recommended that the contractor’s approach be consistent with the County C&D Recycling Ordinance. Waste Planning & Recycling Program Coordinator, County Department of Public

002349 Report 5 May 19, 2025

Works, at 858-694-2465, can be contacted for more information on the County’s C&D Recycling Ordinance.

4. The Contractor must supply the County with copies of all hazardous waste manifests, receipts, bills of lading etc. for regulated waste taken off-site. If necessary, OHP can assist DGS in obtaining an EPA Identification Number.

5. If suspect asbestos and/or lead materials not addressed in this report are discovered during the course of the demolition activities (e.g., underground ACM piping, undiscovered thermal system insulation etc.), stop work. Contact OHP for assessment of the suspect material(s) before continuing with the demolition activities.

6. The Contractor must take measures to prevent exposure to County property, County employees, and the public. DGS should determine an appropriate mechanism to keep the public and unauthorized County personnel out of the work zones (e.g., site security, barriers).

ASBESTOS

7. All materials containing asbestos or are assumed to contain asbestos must be removed prior to general demolition activities.

8. An appropriately licensed contractor who is registered with Cal/OSHA and has trained employees in accordance with all the local, state, and federal asbestos regulations/ standards shall perform asbestos-related work.

9. The contractor must submit an Asbestos Workplan indicating the proposed abatement methods and control measures they will use to remove the asbestos materials. The County must review the Asbestos Workplan prior to work activities.

10. Notification must be made to Cal/OSHA prior to asbestos-related work. As part of the 10-day APCD demolition notification, it is necessary to notify the APCD of asbestos activities when friable ACMs are disturbed, non-friable ACMs become friable, or if mechanical methods are used to remove ACMs. Regardless of whether APCD notification is required, this building survey report must be kept on site during work for their review if requested.

LEAD

11. The lead components identified in this report must be handled properly. The contractor must have, at a minimum, completed and satisfied the Cal/OSHA lead training requirements prior to disturbing lead containing materials such as lead-based paint or ceramic tile. Furthermore, lead safe work practices must be used while disturbing all materials containing ≥1.0 mg/cm2 lead content.

12. The contractor must submit a Lead Workplan indicating the proposed demolition methods and measures they will use to address the identified lead-containing components mentioned in this report. The County must review the Workplan prior to construction activities.

13. Lead waste components should be considered Federal Resource Conservation and Recovery

Act (RCRA) hazardous waste. An Environmental Protection Agency (EPA) identification number must be obtained in order to transport hazardous waste. As part of our consultation services, OHP can obtain the EPA ID number for DGS, if desired.

002349 Report 6 May 19, 2025

14. There are no specific APCD notification requirements for lead activities, but there is a notification requirement for Cal/OSHA for projects that disturb greater than 100 ft2 of lead containing material.

15. The Contractor should assume that those surfaces that did not contain high concentrations of lead, contain lead at lower levels, and protect their employees accordingly. The Contractor should be aware that due to the unknown painting and remodeling history of the buildings, small patches of high concentration LBP may be present that were not identified in this survey.

For paint disturbing activities on low concentration components, general precautions must be taken to minimize the release of chips, dust and debris to the ground surface, vegetation, on both the interior and exterior of the buildings.

OTHER HAZARDOUS MATERIALS

16. As much as possible, all hazardous materials should be removed from the facility prior to proposed demolition/construction activities. Any remaining hazardous materials will need to be disposed of as hazardous waste prior to demolition activities. Some hazardous materials were identified in the building and the contractor must address these potential hazardous waste/recycling issues outside the primary scope of this survey including:

a. Hazardous Waste: This applies to any hazardous materials left in the building. Materials that are deemed hazardous waste must be managed properly. The contractor must ensure that all hazardous waste containers are properly packaged, sealed and labeled. Hazardous wastes must be transported by a registered hazardous waste hauler using a hazardous waste manifest. The manifest must have an active EPA identification number and the waste must be shipped to an appropriate site for treatment, recycling or disposal. If undetermined or unknown wastes are discovered as part of the project, then they must be categorized into appropriate classifications for proper management.

b. Universal Waste: UW includes items such as batteries, fluorescent lights, ballasts thermostats, non-empty aerosols, etc. It also includes electronic devices such as computers, televisions, telephones, printed circuit boards etc. Employees handling UW must be trained in proper universal waste management including handling, packaging, storing and labeling the UW, as well as how to respond to releases. This training may be accomplished by simply giving employees written instructions or posting these instructions in the universal waste management areas of the building. UW must be properly stored with the words “Universal Waste” followed by the category of waste (e.g. batteries, fluorescent tubes) and the accumulation start date. UW should be transported with proper shipping papers such as a bill of lading. A link to the Department of Toxic Substance Control (DTSC) fact sheet on universal waste is as follows:

http://www.dtsc.ca.gov/HazardousWaste/UniversalWaste/upload/UniversalWfactsheetfinal.

pdf.

c. Appliances: Appliances including items such as air conditioners, water heaters, etc. can contain hazardous materials such as mercury switches, compressor oil, and refrigerants.

Appliances must be taken to a Certified Appliance Recycler (CAR) for proper disposal;

http://www.dtsc.ca.gov/HazardousWaste/Mercury/Certified_Appliance_Recycler.cfm.

17. Copies of all waste documents must be provided to the County.
