This is an Environmental Site Assessment Conclusions and Recommendations document prepared for the City of New Haven, Connecticut regarding remediation activities at 0 Gibbs Street, a 1.15-acre property formerly operated as a commercial cement mixing plant. The City is soliciting proposals from Licensed Environmental Professionals to complete a Phase III site investigation and prepare a final Remedial Action Plan (RAP) for environmental remediation, with the ultimate goal of converting the contaminated property into a public park. Previous environmental investigations have identified petroleum constituents, metals, and other hazards in soil and groundwater. Key project deliverables include reviewing prior environmental reports, completing Connecticut Department of Energy and Environmental Protection enrollment documentation, conducting geophysical surveys and soil and groundwater sampling, drafting the final RAP, developing bid documents for remediation contractors, and providing contractor management through project completion. A pre-proposal meeting is scheduled for January 7, 2026, at 11:30 a.m. at the property location, with questions due by January 14, 2026, at 5:00 p.m. Proposals are due January 27, 2026, at 11:00 a.m. through the City's electronic procurement portal. The anticipated contract selection date is February 6, 2026, with contract execution by March 6, 2026, Phase III investigation completion by May 1, 2026, final RAP completion by May 15, 2026, and bid document development by June 15, 2026. The contract term is one year with one optional one-year extension subject to the Purchasing Agent's approval.
The $250,000 grant from the Connecticut Department of Economic and Community Development (DECD) will fund both consulting services and initial remediation activities. Evaluation criteria will weight proposals as follows: experience with urban brownfield sites (25 points), staff qualifications (20 points), ability to perform work timely (20 points), proposed cost (20 points), and references (15 points). Contractors must comply with Equal Employment Opportunity provisions, the Ban The Box Agreement, and a Living Wage Ordinance for contracts exceeding $25,000. Required insurance coverage includes General Liability ($1,000,000 per occurrence), Workers' Compensation, Auto Liability ($1,000,000), Professional Liability ($1,000,000), and Pollution Liability ($1,000,000). Successful proposers will be required to submit an IRS Form W-9 and may need to provide detailed financial statements to verify financial stability.
