About this file
This is a vendor training document for the myILMS (Integrated Logistics Management System) portal, which is a cloud-based platform designed to facilitate order delivery and invoice submission processes for federal procurement at diplomatic posts.
The document provides comprehensive guidance on system access, invoice creation, and submission procedures. Vendors access the myILMS portal through Google Chrome at mygrants.servicenowservices.com using provided login credentials. The system workflow consists of three primary steps: orders are created and approved by posts, vendors create and submit invoices through the portal, and invoice data is transmitted to posts for payment processing. Vendors can create invoices through two methods—directly from individual order forms or from the homepage invoice table. When creating invoices, vendors must select an associated order from a lookup that allows searching by order number, PR number, or order title, and can sort by order total or remaining order balance. The invoice creation process involves four steps: invoice information entry (including vendor invoice number, invoice date, payment due date, and invoice amount), line item selection and editing (vendors may select all or partial line items and adjust quantities or unit prices while maintaining the original unit of measure), attachment uploads (a required invoice file and optional additional attachments), and final submission review. Invoice statuses include Draft (editable by invoice creator only), Canceled (read-only after cancellation), Rejected (with post-provided comments for vendor correction), and Approved (read-only, with payment expected within 3-5 business days). The document also addresses account creation, requiring new vendors to submit a request form with first name, last name, email, vendor legal name, and embassy selection, with optional vendor identification or order number fields to facilitate post approval and account linking.
