About this file
This is a technical specification document issued by the Commonwealth of Pennsylvania Department of Transportation for polyethylene paint totes used in the procurement of waterborne high-build traffic line paint. The specification establishes requirements for cylindrical intermediate bulk containers (IBCs) with a capacity of 275 gallons (1,040 liters) manufactured through rotational molding in seamless, one-piece construction. The totes must be constructed from virgin linear polyethylene resin with a minimum thickness of 0.5 inches and contain a minimum UV-8 stabilizer as compounded by the resin manufacturer, with optional pigments not exceeding 0.25 percent of total weight. Mechanical properties are defined by ASTM standards, including density specifications of 0.940-0.947 g/cc, tensile yield stress of 2700 PSI, elongation at break of 350 percent, and Vicat softening point of 235 degrees Fahrenheit.
The totes must be reusable, translucent, heavy-duty containers certified by UN/DOT for shipping and handling of bulk liquids with a maximum specific gravity of 1.9. Each tote shall feature a heavy-duty polyethylene base compatible with four-way forklift and pallet jack entry, designed to accommodate standard material handling equipment and stacking frames with four legs to allow for stacking a minimum of two containers high when completely filled with paint. Award of the related paint solicitation is limited to suppliers approved in PennDOT Bulletin 15 who supply lead-free, waterborne paints meeting specified requirements, with suppliers permitted to bid paint formulas approved in writing by PennDOT prior to the bid opening date.

Specification For Polyethylene Paint Totes
1. Scope
1.1 This specification covers cylindrical paint totes {a.k.a. intermediate bulk containers (IBCs)} molded in one-piece seamless construction by rotational molding. Included are requirements for materials, properties, design, construction, dimensions, tolerances, workmanship, and appearance. Tank capacity is 275 gallons (1,040 L).
2. Materials
2.1 The material used shall be virgin linear polyethylene resin as compounded and certified by the manufacturer. Tanks shall be made from linear polyethylene resin (0.5" thick).
2.2 All polyethylene resin material shall contain a minimum of a U.V. 8 stabilizer as compounded by the resin manufacturer. Pigments may be added at the purchaser's request, but shall not exceed 0.25% (dry blended) of the total weight.
2.3 Mechanical Properties of tank material:
