About this file

This is a Local Preference Self-Attestation Form issued by the County of San Mateo, California, in support of RFP TSD-20261923 for the implementation of Microsoft's Identity & Access Management (IAM) solution. The form allows qualified vendors to claim a 5% local preference on their proposals if they meet San Mateo County's definition of a "Local Business" or "Local Non-Profit." The County defines a Local Business as any for-profit business with its principal place of business or headquarters in San Mateo County, and a Local Non-Profit as a tax-exempt 501(c)(3) public charity organization similarly headquartered in the County. Vendors must complete and submit the attestation form with their bid or proposal response if claiming the local preference, and the form requires certification of the business or non-profit organization's name, principal office address, contact information, and an authorized representative's signature under penalty of perjury.

The County retains sole discretion to determine whether satisfactory proof of eligibility has been provided, and any business that falsely claims a preference under Chapter 2.89 of the San Mateo County Ordinance Code shall be ineligible for County contract consideration for no less than one year from the date of discovery. Vendors may be required to provide additional documentation upon request to substantiate their self-attestation of local preference eligibility. The form serves as a certification mechanism to ensure that only qualified local businesses and non-profits receive the preferential scoring adjustment in the County's evaluation of IAM implementation proposals, with the proposal submission deadline of March 26, 2026, at 1:00 p.m. PST.
