About this file

This document is an attachment to an Oregon Department of Education RFP (Bid Number S-58100-00013678) that outlines required proposer responses to agency questions across three focal areas related to federal program administration and compliance. The RFP solicits proposals for services supporting ESEA and other federal education programs, with proposers required to answer a general question worth 10 points regardless of category selection. Three distinct service categories are identified: Category One focuses on Application Review and Program Monitoring Review and Resolution (20 points); Category Two addresses Providing Technical Assistance to Subrecipients (20 points); and Category Three covers Fiscal Document Review and Resolution (20 points). Each category contains specific evaluation questions designed to assess proposer qualifications, experience, and capacity to support education organizations, school districts, ESDs, and community-based organizations in managing federal grants and programs.

The proposer response requirements emphasize demonstrated experience with federal compliance frameworks (EDGAR, UGG), grant management, technical assistance delivery, continuous improvement methodologies, and financial oversight of federal education dollars. Proposers must document their roles in past engagements, specific organizations supported, types of federal programs managed, processes for ensuring compliance with federal and state guidelines, and outcomes achieved through their interventions. The evaluation criteria require evidence of systems thinking, data-driven decision making, and the ability to work with education organizations on complex budget development and implementation funded by federal program dollars. No specific pricing information, contract term, award date, or renewal options are detailed in this attachment.
