About this file

This is a Sole-Source Determination Memo from the Oregon Department of Human Services (ODHS) Office of Contracts & Procurement authorizing a sole source procurement with Oregon Child Abuse Solutions (OCAS) for Collaborative Child Abuse Response (CCAR) Training. The CCAR training is a statewide, first-of-its-kind training program designed to provide foundational information about collaborative child abuse assessment and case management to multidisciplinary team (MDT) members, including child welfare professionals, law enforcement, school officials, medical professionals, mental health providers, and other related personnel. The training focuses on improving understanding of MDT processes, forensic interviewing best practices, Children's Advocacy Centers (CACs) operations, child development, trauma, and memory to support improved outcomes and prevent re-traumatization of child victims. The contract opportunity was posted on April 24, 2025, with a protest deadline of seven calendar days from posting. The initial contract period is one year with an estimated value of $32,400.00 and potential to add an additional four years of funding.

The sole source procurement is justified under ORS 279B.075(2)(d) because the Oregon Department of Justice owns the CCAR training materials and has designated OCAS as the sole grantee with exclusive directive to deliver this training. OCAS is the statewide membership organization for Oregon's Child Advocacy Centers and MDTs and possesses the unique qualifications, established relationships with all Oregon CACs, and deep knowledge of Oregon's child welfare system, Department of Justice protocols, and state-specific best practices required to deliver this specialized training. No market research findings were applicable as OCAS holds exclusive rights to the copyrighted training materials and has been formally authorized by the Department of Justice as the sole provider. Any resulting contract exceeding $250,000.00 cumulatively is subject to legal sufficiency review by the Oregon Department of Justice. Protests must be submitted within seven calendar days to the ODHS Office of Contracts and Procurement, and the agency reserves the right to purchase additional services, training, and extend funding and time as needed.

Description of goods or services: Collaborative Child Abuse Response (CCAR) Training

1. Background: This sole source justification applies to the purchase of:

a. Resulting contract (as potentially amended) will provide CCAR training to ODHS staff with the goal to ensure that child welfare professionals have access to specialized, high-quality training that reflects Oregon law, policies, and interagency practices. To meet these goals, we require a training provider with:

• Expertise in Oregon’s child abuse response system.

• Deep understanding of multidisciplinary team operations.

• Strong relationships with Child Advocacy Centers (CAICs) and local Multidisciplinary Teams.

• Demonstrated ability to deliver tailored training that reflects regional and cultural considerations.

The Collaborative Child Abuse Response Training will provide critical support to statewide efforts in preventing re-traumatization of child victims during the interview process, and improving outcomes through collaborative, evidence-based practice with multidisciplinary teams.

Oregon Child Abuse Solutions (OCAS) is the only known organization in Oregon that can provide these services based on the following:

• OCAS is the statewide membership organization for Oregon’s Child Advocacy Centers (CACs)and MDT’s.

• OCAS has established relationships with all Oregon CACs, MDTs, and community stakeholders. These relationships are essential for the collaborative nature of this training, since the interviews we perform in child welfare impact the cases and outcomes of those such as law enforcement.

• OCAS staff are deeply knowledgeable about Oregon’s Child Welfare and the Department of Justice’s protocols, laws, and best practices. They offer training that is uniquely aligned with Oregon-specific needs.

• OCAS has successfully provided similar trainings in partnership with ODHS and other state agencies, receiving positive feedback for relevance, impact, and alignment with agency values.

b. Describe the product or service to be purchased:

Contractor’s CCAR training is a first-of-its-kind, statewide training for Oregon’s multidisciplinary team members and fulfills statutorily mandated training requirements. CCAR training provides foundational information about collaborative child abuse assessment and cases, including general information about systems and processes. CCAR training will improve understanding of the Multidisciplinary Teams (MDT) process, including how forensic interviewers are trained, the best practices standards, and how to work with Children’s Advocacy Centers (CACs). CCAR training will increase staff understanding of child development, memory and trauma, and how children communicate about abuse.

CCAR training focuses on field response and is appropriate for all members of the MTD. Participants may include law enforcement, child protective service workers, school officials, medical professionals, mental health treatment providers, CAC employees, juvenile department representatives, and others

(ORS 418.747).

c. Describe the reasons the agency is seeking this procurement method. ODHS seeks this procurement method because the contractor the Oregon Department of Justice has made OCAS the sole grantee with a directive to train MDT partners with the CCAR content.

OCAS is the only vendor with the required qualifications and Oregon-specific expertise to provide this training in a way that supports our goals for system transformation, child safety, trauma-informed care, and interagency collaboration. Oregon Child Abuse Solutions, Forensic Interviewing Training materials are copyrighted, and exclusively trained by their trainers.
