About this file

This is a mandatory requirements document for a Pharmacy Benefits Manager (PBM) RFP for the Kentucky Employees' Health Plan (KEHP) for 2025. The document outlines 26 mandatory requirements that vendors must agree to, covering various aspects of PBM services including data reporting, compliance with state and federal laws, customer service requirements, and operational capabilities. Key service requirements include providing a dedicated US-based customer service team, maintaining a healthcare concierge service, handling unlimited data file feeds, and participating in weekly plan management calls and quarterly performance reviews.

The financial requirements specify that vendors must provide a 3-year PBM proposal using NADAC Methodology effective 01/01/2026, with transparent and pass-through pricing for discounts, dispensing fees, and rebates. Vendors must pass through 100% of rebates, including amounts above minimum guarantees, and include an annual market check. The pricing must exclude shipping and handling fees and cannot include future rebate credits or biosimilar exclusive arrangements. All pricing terms must remain fixed throughout the contract term unless new programs are implemented or during official renewal periods, and only with client approval.
