About this file
This solicitation requests proposals for evaluation services to assess the effectiveness of the Food and Drug Administration's Center for Tobacco Products' public education campaigns, communication programs, and channels. The Center for Tobacco Products seeks to conduct timely outcome and process evaluations of its health communication and education activities aimed at reducing tobacco-related death and disease. Evaluations will assess target audience exposure, awareness, and receptivity to messages; gauge progress toward program goals and objectives; identify needs for adjustments; and assess long-term public health impact. Evaluations must employ quantitative and qualitative methodologies and account for multiple influences on tobacco behaviors. The solicitation calls for rigorous scientific evaluations to measure campaign impact given the complex tobacco product landscape and reliance on digital media.
