About this file
This document is a Design Specifications file for the Patton Hall Conference Center at Joint Base Myer Henderson Hall in Arlington, Virginia.
The project requires design and construction of a new, flexible conference facility with a minimum of 36,750 gross square feet (not to exceed 75,000 gross SQFT) to serve as the premier strategic engagement platform for the National Capital Region. The facility must accommodate diverse functions including U.S. Army Senior Leadership conferences, training sessions, symposiums, and town halls. All conference spaces must be designed and constructed to meet physical security and technical standards for handling information up to the SECRET collateral classification level, incorporating acoustic privacy, access control, and technical surveillance threat mitigation per UFC 4-010-05 and related DoD directives. The spaces are designated as "SCIFable" and must comply with DoDM 5105.21 (Volumes 1-3), DoDM 5200.01 (Volumes 1-3), NSTISSAM TEMPEST/2-95, and ICS 705-1 standards. Design must be performed by U.S. companies using U.S. citizens or U.S. persons. The facility must include specific spaces: three meeting rooms (1,350 SQFT each), three multi-purpose event spaces (ranging from 1,100-2,800 SQFT), an auditorium with tiered seating (5,800 SQFT), business engagement room (3,800 SQFT), military showcase room, administrative offices, prep kitchens with freezer and cooler, grand entrance with car drop-off, AV control room, locker rooms, and loading/receiving dock. Offerors must provide two mandatory site development plans—one for the current Patton Hall Site (Parcel 3) addressing renovation/rebuilding with logistical challenges and historic jail house integration, and one for Parcel 2 adjacent to the primary installation access control point addressing traffic flow and security integration. Additionally, vendors must conduct a comprehensive feasibility study recommending the optimal location among four proposed parcels, evaluated on accessibility, traffic/parking, construction cost-effectiveness, and security/force protection compliance, with formal ranking and justification in a deliverable report.

PATTON HALL CONFERENCE CENTER DESIGN SPECIFICATIONS
JOINT BASE MYER HENDERSON HALL, ARLINGTON VIRGINA
1. Conference Center Description/Specifications
a. Project Vision & Scope: The vision for the future Patton Hall is to establish it as the premier strategic engagement platform for the National Capital Region (NCR). This new, versatile facility will host a wide range of functions, including U.S. Army Senior Leadership conferences and other strategic engagements. It will also support the garrison, tenants, and mission partners by providing a venue for training, planning sessions, symposiums, and town halls.
To further enhance its functionality and strategic value, the building will be equipped with premier audio-visual (AV) technology and feature secure spaces capable of hosting meetings up to the SECRET level.
Architecturally, the building will align with the installation's historic Colonial Revival style, featuring traditional red brick and classical details. This project requires consultation with the National Capital Planning Commission (NCPC), the Commission of Fine Arts (CFA), and the State Historic Preservation Office (SHPO). Additionally, Sites 3 and 4 may need further design details to secure approval from these regulatory bodies.
b. Space: While the existing facility is approximately 77,310 Gross SQFT, this project is focused on constructing a new, flexible and efficient facility with a required minimum of 36,750 SQFT of programmed space (Section 1.c). The proposal may be presented over this initial square footage, not to exceed 75,000 Gross SQFT.
c. Secure Meeting Environment: The Contractor shall design and construct all conference spaces to meet the physical security and technical standards required for the open discussion and handling of information up to the U.S. Government's SECRET collateral classification level. This requirement shall be integrated into the core design of each conference room. The design must address, at a minimum, all necessary standards for acoustic privacy, access control, and mitigation of technical surveillance threats, as specified in relevant Department of Defense (DoD) directives for secure rooms. The secure meeting space will meet standards identified in UFC 4-010-05, Sensitive Compartmented Information Facilities Planning, Design, and Construction, and all associated regulation(s) or governing documents therein except for the meeting space being alarmed. Offerors must detail their design approach, construction methods, and proposed materials to meet these security requirements in their technical proposal.
The classified meeting space(s) will be understood as “SCIFable” due to the space not needing to meet the standards per IC Tech Spec – for ICD/ICS 705, Intrusion Detection System (IDS).
1) Applicable Documents and Standards: The design and construction of all conference spaces designated for SECRET-level use shall comply with the latest versions of the following applicable standards. The Offeror is responsible for ensuring all design, construction, and installation activities adhere to these requirements
a) Primary Construction Standard: UFC 4-010-05: Sensitive Compartmented Information Facilities Planning, Design, and Construction. (Specifically, sections pertaining to acoustic privacy, physical construction, and access control for secure areas).
b) DoDM 5105.21 (Volumes 1-3) are the primary documents associated with SCIFs for the DoD. The manuals are composed of several volumes, each having its own purpose. DoDM 5105.21 volume 2 concerns the physical security of a SCIF and it requires the implementation of Director of National Intelligence (DNI) policies for the protection of SCI and additional requirements.
c) DoDM 5200.01 volumes 1-3 are the primary document associated with the protection of classified information for the DoD. The manual is composed of several volumes, each having its own purpose. DoDM 5200.01 volume 3 concerns the physical security of classified information
d) Department of the Army projects that include a SCIF, refer to SCIF Security, Planning, Design, and Construction Tasks downloadable at:
https://www.wbdg.org/army/resource-library/scif-tasks The task list details various steps accomplished in the planning, design, and construction of a SCIF, including the roles and responsibilities, Per USACE Engineering Regulation 1110-1-8158 Engineering and Design Centers of Expertise Program, for projects containing SCIFs completed by USACE, inclusion of representative(s) from the USACE Protective Design Center as part of the project delivery team is mandatory.
e) Technical and Communications Security: NSTISSAM TEMPEST/2-95:
Red/Black Installation Guidance.
f) DoDI 5200.48 is the primary document associated with the protection of
Controlled Unclassified Information (CUI).
g) Minimum-security standards identified in ICS 705-1 and IC Tech Spec-for ICD/ICS 705. Appendix A of UFC 4-010-05 provides a breakdown of minimum standards. ICS 705-1 and IC Tech Spec-for ICD/ICS 705 provide security standards.
https://www.wbdg.org/army/resource-library/scif-tasks
Per IC Tech Spec-for ICD/ICS 705, exceeding or not meeting a standard, even when based upon risk, requires an approved waiver.
1) Waivers are processed and approved in accordance with DoDM 5105.21 Vol 2 for SCIF.
2) Per IC Tech Spec – for ICD/ICS 705, design must be performed by U.S.
companies using U.S. citizens or U.S. persons. The contractor must ensure mitigations are implemented when using non-U.S. citizens and these mitigations are documented in the CSP.
3) TEMPEST Checklist.

d. Optional Proposal Enhancements: The Government is open to considering value-added options that are not included in the minimum requirements. Offerors may include proposals for appropriate enhancements beyond those specified and others deemed appropriate by the offeror in accordance with the vision of the facility.
2. Patton Hall- Conference Center Siting: The Government requires a comprehensive site assessment and development plan location of the Patton Hall facility. The vendor's proposal shall provide thorough analysis to ensure the selected location best serves the mission of the installation and the needs of its Service Members.
a. Mandatory Location Analysis: The vendor's proposal shall, at a minimum, include two (2) complete and distinct development plans for the following locations:
1) Current Patton Hall Site (Parcel 3): A detailed plan for modernizing, renovating, or rebuilding the facility at its existing location. This plan must address logistical challenges, potential service disruptions during construction, and integration
