About this file
This is a property description and solicitation document for lease opportunities at Joint Base Myer-Henderson Hall (JBM-HH) in Arlington County, Virginia. The document provides detailed information about three parcels totaling 13.1 acres available for lease: Parcel 1 (2.8 acres in formerly Henderson Hall area), Parcel 2 (3.6 acres, formerly Army Family Housing condos site), and Parcel 3 (6.7 acres including Patton Hall). Parcel 1 contains 1.4 acres of undeveloped land and 1.4 acres of asphalt roadway and may be positioned outside the installation's fence line. Parcel 2 is undeveloped and may require reconfiguration of entry sequences for vehicular access. Parcel 3 includes the current Patton Hall, parking facilities, decommissioned tennis courts, and green space with permitted stormwater retention credits that must be retained by JBM-HH.
All parcels are within the DOW/Civilian area behind manned access control points and are accessible via paved roadways, though additional improvements may be necessary. Utilities available include electricity via Dominion Energy (230kV transmission), natural gas from Washington Gas, water and wastewater services from Arlington County, and commercial internet on Parcels 3 and 4 only. Critical environmental and regulatory considerations include soil composition (Urban land-Udorthents complex), ongoing PFAS investigation at Building 307 (FMY-10_PFAS) due to historical Aqueous Film-Forming Foam storage, Arlington County tree replacement restrictions on all parcels, protection of historic pre-Civil War trees on Parcels 2 and 3, a Dominion Energy-owned generator at Building 214, and historic district designations (National Historic Landmark for Parcel 3, National Register-eligible for Parcel 4). All improvements must conform to Anti-terrorism and Force Protection standards. JBM-HH operates under exclusive federal legislative jurisdiction, requiring offerors to address enforcement of civil matters through appropriate choice of law provisions.

JOINT BASE MYER HENDERSON HALL
ARLINGTON COUNTY, VIRGINA
1. Installation Summary:
Joint Base Myer-Henderson Hall (JBM-HH) is a key military installation in the National Capital Region, formed by the consolidation of Fort Myer (USA), Fort McNair (USA), and Henderson Hall (USMC). It is commanded by the U.S. Army but supports all branches of the armed forces. It has a diverse population of active-duty personnel, reservists, retirees, and their families. JBM-HH is home to several distinguished units, including the 3rd U.S. Infantry Regiment (The Old Guard), the Army's official ceremonial unit and escort to the President, the U.S. Army Band “Pershing’s Own”, and the National Defense University. Arlington National Cemetery is to the immediate east of the JBM-
HH.
2. Available Property:
The property available for lease is comprised of three parcels totaling 13.1 acres of land.
Parcel 1 is located in what was formerly Henderson Hall, and parcels 2 and 3 are located in what was formerly Fort Myer.
Parcel Identifier Acres
Parcel 1 2.8
Parcel 2 3.6
Parcel 3 6.7
Total (All Parcels) 13.1
Map Identifying the Land Parcels:
* Two Parcels are identified on the map as Parcel 2. The parcel identified as Parcel 2 comprising 3.6 acres and delineated in a solid line is available for lease. The second parcel identified as Parcel 2 comprising 2.8 acres and delineated in a dotted line is not available for lease. A Parcel 4 is identified on the map but is not available for lease.
3. Land Usage of the Property:
a. Parcel 1: Approximately 2.8 acres, with 1.4 acres undeveloped with an unknown prior use and 1.4 acres of asphalt paved roadway. This parcel has the potential to be outside JBM-HH’s fence line as long as access to surface parking along Hobson Drive and the parking structure accessed via Hobson Drive remain accessible.
b. Parcel 2: Approximately 3.6 undeveloped acres that formerly served as the site for Army Family Housing condos. Reconfiguration of JBM-HH’s entry sequence may be required for vehicular access to this parcel.
c. Parcel 3: Approximately 6.7 acres that includes the Current Patton Hall. The green space on the parcel previously had a tennis court. An administrative facility once occupied the space where the parcel's parking lot now sits. The green space provides permitted stormwater retention credits that must be retained by JBM-HH.
4. Additional Details for the Parcels:
a. Programs for all parcels, some parcels and/or portions of parcels may be presented that meet or exceed minimum requirements.
b. All four parcels are currently within the DOW/Civilian area behind manned access control points.
c. All four parcels are accessible via paved roadways but may require additional improvements to facilitate use.
d. Any improvements must conform to Anti-terrorism, Force Protection (ATFP) standards which may increase industry costs.
5. Utilities at JBM-HH
a. Electricity: Transmission service is provided by Dominion Energy. A 230kV serves
JBM-HH.
b. Natural Gas: Washington Gas provides gas for JBM-HH.
c. Water: JBM-HH receives water and wastewater service from Arlington County
Municipal System for Water & Wastewater.
d. Fiber: There is no existing commercial internet established on parcels 1 & 2, as the land is undeveloped. There is existing commercial internet on parcels 3 & 4.
6. Environmental Considerations for the Properties:
a. Soil: The soil type for the parcels matches 12 – Urban land-Udorthents complex, 2 to 15 percent slopes, with loamy texture.
b. Per- and polyfluoroalkyl substances (PFAS): FMY-10_PFAS is located at the northern boundary of Parcel 4. It is also referred to as Building 307. This site is currently under investigation for PFAS detected in groundwater. It was reportedly used as a storage space for fire department equipment and materials from the mid-2000s through 2015. During this time, Aqueous Film-Forming Foam (AFFF) was reportedly stored in a small storage room located inside the building. There is potential for historical residual AFFF release to building floors and/or release to the surrounding area and stormwater management systems via internal building drainage due to AFFF storage container manipulation and/or transport. The JBM-HH CERCLA PFAS preliminary assessment/site inspections (PA/SI) were finalized in September 2022. The PA identified Building 307 Historical AFFF Storage Location as an area of potential interest (AOPI) and was therefore sampled as part of the SI. PFOS (perfluorooctane sulfonate) and PFOA (perfluorooctanoic acid) were detected in groundwater, indicating a release.
Therefore, a remedial investigation is underway.
c. Historical Agriculture: All parcels contain trees and are under tree replacement restrictions stipulated by Arlington County:
https://www.arlingtonva.us/Government/Programs/Building/Resources/Tree- Replacement.
https://www.arlingtonva.us/Government/Programs/Building/Resources/Tree-Replacement https://www.arlingtonva.us/Government/Programs/Building/Resources/Tree-Replacement
Parcel 3 has a historic northern red oak tree that predates the Civil War. Care should be taken to avoid damage to the tree. The northeast perimeter of Parcel 2 has a historic red maple tree that predates the Civil War. Care should be taken to avoid damage to the tree.
d. Parcel 3 has a generator at Building 214 owned by Dominion Energy.
e. Parcel 3 is within a National Historic Landmark historic district (NR 72001380) and contains buildings, structures, and features that contribute to the historic district.
f. Parcel 4 is within a National Register-eligible historic district and contains buildings, structures, and features that contribute to the historic district.
7. Section Legislative Jurisdiction of JBM-HH: JBM-HH operates under exclusive federal legislative jurisdiction. Exclusive legislative jurisdiction exists when the federal government acquires all of the state’s judicial, legislative and administrative authority, and the state concerned has not reserved to itself the right to exercise any of the authority concurrently with the federal government, except the right to serve state civil or criminal process for activities that occurred outside of the area. Since there are no federal general municipal laws, the state law in effect at the time such exclusive jurisdiction is acquired generally governs with respect to civil matters. The criminal laws of the state are generally adopted within areas of exclusive federal jurisdiction under 18 U.S.C. § 13 (the Assimilative Crimes Statute). As a result, laws governing both criminal offenses and certain civil matters may be ambiguous or non-existent in some cases.

Offerors should therefore familiarize themselves with jurisdictional matters to best determine how to address the enforcement of civil matters on the Property, such as enforcement of contractual obligations, which may be addressed through choice of law provisions.
