The contract follows a specific order of precedence for interpretation, with the contract document itself taking priority, followed by the Scope of Work, Enterprise Standard Terms and Conditions, and the Markup Sheet. The contract was awarded as a result of a competitive solicitation, suggesting a competitive bidding process was used to select the contractor.
