About this file

This document is a Certified Disadvantaged Business (COBID) Outreach Plan attachment for RFP S-47100-00017432 issued by the Oregon Employment Department for Language Proficiency Assessment Services. The procurement requires offerors to provide language proficiency assessment administration, scoring, and reporting services. The outreach plan attachment does not specify response dates, due dates, site visits, bidders' meetings, award dates, or contract terms; however, it establishes that offerors must demonstrate experience, reliable methods, and capacity to meet the Department's service needs. Offerors are required to complete and submit this attachment with their proposals if they anticipate subcontracting opportunities for the project.

The outreach plan requires all offerors to certify whether they are Oregon-certified firms under ORS 200.055 and to identify their certification type, which may include Disadvantaged Business Enterprise (DBE), Minority-Owned Business Enterprise (MBE), Woman-Owned Business Enterprise (WBE), Service-Disabled Veteran-Owned (SDV), Emerging Small Business (ESB), or Oregon Small Business Enterprise (OSBE). Offerors must list any contractual relationships with certified firms from the preceding two years and describe steps they will take to solicit certified firms for subcontracting opportunities if awarded the contract. Offerors must also identify subcontracting opportunities with approximate dollar values and indicate willingness to report subcontractor identities and subcontract values to COBID. This information is non-scored and is submitted to ensure certified firms have equal opportunity to compete for and participate in subcontracts financed with state funds.
