About this file
This is an insurance program requirements attachment for a Juvenile Crime Prevention Community Program contract in Washington County, Oregon. The document outlines the state insurance program requirements that the contractor must comply with in addition to general contract terms. The contract involves providing specialized services targeting high-risk youth in middle and alternative schools across Washington County school districts, with expected annual service to approximately 300 youth. Services include liaison services available year-round (including summer and vacation periods) with a projected engagement period of 3-6 months per youth based on individual needs. The program targets youth identified as high-risk through the Oregon Juvenile Crime Prevention Screen and Assessment or referred by the Juvenile Department for early intervention, with services available on a voluntary basis to youth and families not yet involved in the juvenile justice system and to juvenile delinquency referrals.
The insurance requirements mandate that the contractor defend, indemnify, and hold harmless the State of Oregon, its agents, officers, elected officials, and employees from all claims, demands, and judgments (including attorney fees) arising from the contractor's negligent performance or willful misconduct, with the county responsible for promptly notifying the contractor of any such claims. The contractor must name the State of Oregon, its officers, employees, and agents as Additional Insureds regarding all activities performed under the contract, with coverage required to be primary and non-contributory to any other insurance or self-insurance maintained by the state or other parties.
