About this file

This is a security requirements document detailing mandatory training and credentialing requirements for contractors working with the USDA. The document references USDA Manual No. DM 4620-002 (Common Identification Standard) dated December 9, 2021, which outlines procedures for obtaining temporary credentials and site badges through USDA security procedures.

The document specifies five mandatory annual training courses that contractors and subcontractors must complete through AgLearn: Understanding and Interrupting Unconscious Bias (90 minutes), Anti-Harassment Training (60 minutes), Information Security Awareness (60 minutes), USDA Records Management (60 minutes), and Section 508 (60 minutes). The completion deadlines range from 45-90 days after assignment. The document also includes a USDA Credential Matrix that details the types of credentials required (LincPass, Alt Linc, Site Badge, Visitor Badge, or No Badge) based on IT access needs and physical access requirements, with distinctions made for assignments longer or shorter than 6 months.

Also, a site credential issued to individuals requiring a LincPass who have had their fingerprints taken and are waiting for credential to be printed and returned for activation. Refer to the USDA Credential Matrix for information regarding the issuance risk assessment.” See USDA Credential Matrix, Figure 2 of DM 4620-0002, page D-1.
