SAMPLE TASK ORDER – Human Resource Specialists
PERFORMANCE WORK STATEMENT
U.S. Geological Survey, Office of Administration Administrative Technical Support Services Contract
1. Background
The U.S. Geological Survey (USGS), Office of Administration (OA) seeks contractor support to provide additional human resources services beyond the capacity of the current human resources staff, and in an effort to improve the timeliness and quality of personnel services and products, the USGS requests contractor support relating to the provision of these services to agency managers and employees.
2. Scope
The Contractor shall perform all services currently consisting of data entry, document review and processing and all other tasks associated with human resources support services. The
Contractor shall also perform any other services required for overseeing the Task Order, project, tasks and contractor personnel.
This is a non-personal services order and contractor personnel oversight is the responsibility of the contractor.
3. Tasks
The Contractor shall perform the following tasks in support of this contract.
Human Resources (HR) Specialist
• review vacancy package requests, build vacancy announcements, review and determine qualification and eligibility requirements of applicants and apply veteran’s preference
• administer recruitment programs for assigned tasks including merit promotion, delegated examining, and recruitment under special hiring authorities
• perform and coordinate job analyses for establishing and validating rating, ranking and selection criteria
• analyze and classify General Schedule and Wage Grade positions
• provides advisory services on all matters pertinent to position classification and position management requests
• review position descriptions and write evaluation statements defending classification findings and make determinations on grade levels, occupational series, and titles, etc.
• make Fair Labor Standards Act determinations on positions to be classified
Task Order Oversight/Management
• Ensure the assigned tasks are completed within established timeframes and they are the highest of quality.
• Ensure all required tasks are executed in accordance with the USGS customer service plan.
• Ensure quality of all final products with no more than two significant errors per quarter.
• Meet with a USGS Human Resources Officer (HRO) on a bi-weekly basis to review progress and status of work. Provide a bi-weekly status report to the HRO and
Contracting Officer’s Representative (COR). The report shall be submitted in a format mutually agreed upon by both parties (Government and Contractor).
• Ensure the HR specialists are punctual when reporting for duty.
• Advise USGS management when HR specialists will not report for duty. Ensure that leave is requested in advance and communicated to the servicing office and provide back up for leave/extended leave.
• Address contractor personnel conduct and performance issues in an expedited manner and communicate remedial action taken for the current issues and how they will be prevented from occurring in the future.
• Ensure the HR specialists and contractor personnel are courteous and respectful and are adhering to all Office of Personnel Management (OPM) and Department of the
Interior (DOI) laws, rules, regulations, guidelines, standards, and policies.
4. Performance Requirements
The following requirements shall be observed in the performance of this Task Order.
• Assigned work will be completed within deadlines established at the task order level.
• Performance must adhere to all OPM, laws, rules, regulations, guidelines, standards and policies, as well as DOI policies and regulations.

• Weekly status reports shall be provided to the USGS HRO. This report should include, but not be limited to: actions completed; open actions with current status, next steps, and projected completion dates; current performance metrics; and any problem areas or information/support/decisions needed. Report format and delivery method should be agreed upon by the contractor and the HRO.

• Contract personnel may work an 8-hour day Monday through Friday, or a compressed work schedule (with 9-hour days, an 8-hour day, and one day off every two weeks).
Work may commence as early as 7:00am and as late as 9:00am. Overall work schedules must be submitted to the COR within 15 calendar days of work commencing, with updates provided as necessary.
• To effectively manage the workflow, if temporary substitute personnel need to be implemented as the permanent contractor personnel will be out of the office the COR requires notice as soon as the contractor is informed of the absence of the contractor personnel. Temporary substitutes shall have the necessary skills and qualifications equal to or better than the key personnel being substituted and the COR shall be informed of the length the substitution shall take place.
• Task Order and contractor personnel oversight and management shall be performed to ensure the requirements of the Task Order are being executed succesfully in accordance with the requirements of the SOW, OPM and DOI regulations and policies.
4.1 Personnel
The Government has identified the following personnel required for performance of work under this Task Order:
• 3 FTE’s (2,080 hours for each FTE)
• Locations: Reston, VA (1), Lakewood, CO (1), and Sacramento, CA (1)
The contractor shall also propose and provide any other labor categories or manpower necessary for successful performance and oversight of the Task Order and required services.
5. Personnel Qualifications/Technical Requirements
Three years minimum experiece required. The Contractor is required to cover the cost for contractor OPM – Delegated Examining Training and certifications. The Delegated
Examining Training and Certifications must be obtained for each contractor employee six (6) months after the start of the Task Order.
Demonstrated experience working within the USA Staffing Platform (automated staffing and recruitment system) to build vacancy announcements, review applications to determine eligiblity and qualifications of applicants, and prepare certificate of eligibles.
Shall have experience with federal civilian staffing, recruitment and position classification is required.

Any other proposed labor categories for the oversight and management of the task order and contractor personnel shall hold the qualifications necessary to successfully carry out the objective of that labor category and/or position.
6. Security
Contractor Personnel Security and Suitability Requirements
Performance of this Task Order requires contractor personnel to have a Federal government-issued personal identification card before being allowed unsupervised access to a DOI facility and/or information system. The COR will be the sponsoring official and will make the arrangements for personal ID verification and card issuance.
At least two weeks before the start of work under this Task Order, the Contractor will identify all contractor and subcontractor personnel who will require [physical and/or logical] access for performance of work under this contract. The Contractor must make their personnel available at the place and time specified by the COR in order to initiate screening and background investigations. The following forms, or their equivalent, will be used to initiate the credentialing process:
• OPM Standard Form 85 or 85P
• OF 306
• Fingerprint card (local procedures may require the fingerprinting to be done at a police station; in this case, any charges are to be borne by the contractor)
• Release to Obtain Credit Information
• PIV card application (web-based)
Contractor employees are required to give, and to authorize others to give, full, frank, and truthful answers to relevant and material questions needed to reach a suitability determination.
Refusal or failure to furnish or authorize provision of information may constitute grounds for denial or revocation of credentials. Government personnel may contact the contractor personnel being screened or investigated in person, by telephone or in writing, and the Contractor agrees to make them available for such contact.
Alternatively, if an individual has already been credentialed by another agency through OPM and the credential has not yet expired, further investigation may not be necessary. Provide the COR with documentation that supports the individual’s status.
During performance of the Task Order, the Contractor will keep the COR and CO apprised of changes in personnel to ensure that performance is not delayed by compliance with credentialing processes. Cards that have been lost, damaged, or stolen must be reported to the COR and
Issuing Office within 24 hours. Replacement will be at the contractor’s expense. If reissuance of expired credentials is needed, it will be coordinated through the COR.
At the end of the Task Order performance period, or when a contractor employee is no longer working under the Task Order, the Contractor will ensure that all identification cards are returned to the COR.
Before starting work under this Task Order, a National Agency Check (NAC) will be conducted to verify the identity of the individual applying for clearance. Upon successful completion of the
NAC process, an identification card will be issued and access granted.
Simultaneously, a NAC with Inquiries (NACI) will be initiated to determine the individual’s suitability for the position. If the NACI adjudication is favorable, nothing more needs to be done.
If the adjudication is unfavorable, the credentials will be revoked. In the event of a disagreement between the Contractor and the Government concerning the suitability of an individual to perform work under this contract, DOI shall have the right of final determination.
Any contractor personnel that have not successfully been through the Federal government-issued personal identification card process will be required to provide a valid government issued photo-identification when entering a Federal Building. Upon entry into the Federal building, all personnel may be scanned by magnetometer and all packages, bags, etc. may be x-rayed by a
Linescan machine. Upon satisfactory scanning and acceptance of a photo-identification by the
Security Guard(s), Contractor personnel will be issued a green/white self-stick Visitor Badge which must be worn on exterior clothing and be visible at all times.
7. Period of Performance
One year from date of award.
8. Place of Performance
Locations: Reston, VA (1), Lakewood, CO (1), and Sacramento, CA (1)
9. Remote Work and Off-Site Employees
The DOI recognizes the value of remote work as an innovative tool that allows employees to balance work and home life, provides flexibility to respond to changing work conditions, along with many other benefits. The USGS has a Virtual Private Network capability that allows off-site/virtual employees access to the internal network. Although the current system is not capable of handling all employees at the same time, periodic remote work and a-limited number of off-site/virtual staff are supported. Government Furnished Equipment must be used to access internal systems and will be furnished for off-site or virtual employees.
However, other costs such as network access or other facility costs at the contractor employee site are not considered an allowable expense. Any travel of an off-site/virtual employee to the
USGS facilities for routine work is also not considered an allowable expense. Requests by the government for an off-site/virtual contractor employee to travel to the USGS facilities must follow the standard travel request process and will be on a reimbursable basis.
Although DOI telework policies only apply to government staff, the contractor is also encouraged to use remote work where suitable. At times, the USGS facilities may be unexpectedly closed (e.g., inclement weather) or implement a liberal leave statement for on-site Federal employees. Remote work is often used as a means to continue progress on work efforts.
The normal day to day duty location for contract employees is on site at the USGS facilities. On a case by case basis, the CO may grant temporary or permanent off-site remote work with coordination through the COR and concurrence with the applicable USGS project manager.
