E-1.a. Vessel Characteristics:

E-1a.i. Request one (1) U.S. flagged, self-sustaining, roll-on/roll-off (RO/RO) vessel being one of the following configurations:

· A tug and barge component with a twin screw system;

· A single-hull vessel with a twin screw system and equipped with a bow thruster;

· A single-hull vessel with a single screw system and equipped with a bow thruster and stern thruster.

E-1.a.ii. Horsepower: The term “vessel” shall apply to all three configurations. All vessel types shall have a propulsion of a minimum of 1,400 shaft horse power. To the extent that a particular configuration has specific requirements, those will be addressed individually.

E-1.a.iii. All vessels must have applicable USCG and class society certificates.

E-1.b. Mission: This vessel shall provide mission essential logistics support to the Navy’s Atlantic Undersea Test and Evaluation Center (AUTEC), located at Andros Island, Bahamas, conducting service from its detachment located at Patrick Space Force Base, Port Canaveral, Florida. The vessel must be manned sufficiently as to allow operation twenty-four hours per day, seven days per week.

E-1.c Substitution: For any and all vessel non-availabilities during this contract, whether for a scheduled yard period or in the event of any unscheduled maintenance or repair issues, a suitable replacement vessel shall be made available to cover the required normal vessel transportation schedule so that there is no loss of service. This replacement vessel shall satisfy all stated operational requirements. Vessel substitutions shall be approved by MSC contracting officer prior to substitution.

E-1.d. Speed and Endurance: The vessel shall be capable of an eight (8) knot minimum speed when fully laden during moderate weather conditions (Sea State 4) with a minimum operational range of 1,000 nautical miles without re-fueling.

E-1.e Berthing Details: Vessel shall be capable of unassisted berthing when fully laden during sustained winds up to 15 knots and gusts up to 20 knots. Due to underwater clearance of keel and hull concerns, the vessel’s maximum laden draft shall be 12 feet. All docking and undocking assistance costs are for the owners account. There are no assist vessels located in the vicinity of the AUTEC facility. Due to dock length and channel composition for Andros Island, the AUTEC facility vessel cannot exceed 220 feet in length or 55 feet in beam.

E.1.f. Freeboard: Vessel freeboard shall not exceed eight (8) feet, six (6) inches due to the height of the seawall and ramp located at the AUTEC Andros Island facility.

E.1.g. Cargo Space: Vessel shall have a minimum of 5,000 square feet of clear, unobstructed, usable, and open deck space for cargo.

E.1.h. Bulwark: Vessel shall have a minimum bulwark of three (3) feet on the port and starboard sides and a minimum bulwark of five (5) feet on the bow.

E-1.i. Lighting: Vessel shall be outfitted with adequate lighting to support cargo operations during the night.

E-1.j. Ballasting Requirement: Under extreme loading or tidal conditions, ballasting and/or deballasting of the vessel may be required. The vessel shall have ballasting capability to both introduce water and de-water water into appropriate voids or ballast tanks through either a fixed or portable pump system. The vessels’ crew will be responsible for such ballasting as required.

E-1.k. Tug and Barge Tow Line Requirement: If the vessel being used for this service is a tug and barge, all requirements in 46 CFR Subchapter M- Towing Vessel Subpart H- Towing safety and requirements of classification society must be met or exceeded for every towing operation.

E-1.l. Ramp Characteristics: The vessel shall have a self-deployable bow or stern ramp with a minimum width of 12 feet, a minimum length of 35 feet, and an unrestricted vertical clearance. The ramp’s incline shall not exceed 15 degrees, and it must have a working range capability of no less than 15 degrees above and below centerline (as viewed from the ramp hinges). The ramp shall have a minimum safe working load of 60 long tons. The self-deploying ramp must not take more than ten minutes to deploy or secure. The ramp must have hinged ramp feet that aid in reducing height clearance problems for low-clearance vehicles. A side ramp is not allowed due to the dock configurations at the scheduled ports of call. Portable ramps requiring crane or forklift support are not acceptable.

E-1.m. Cargo Requirement: Vessel shall be capable of the safe carriage of a minimum of 700 tons (LT) of a mix of the following: bulk, break-bulk, and/or containerized cargo.

E-1.n.i. Lashing Gear Requirement: The Government may direct removal of welded D-rings and pad eyes at no cost to the Government for safety of operations if deemed they will endanger loading equipment or efficiency of operations. Operator shall provide necessary tie-down pad eyes on vessel. Pad eyes shall be installed to withstand a 9,000 pound pull. Any and all maintenance on pad eyes and related tie-down equipment shall be the sole responsibility of the Contractor with no cost to the Government. The MSC Representative will inspect pad eyes for compliance. Contractor shall be responsible for removal and reinstallation of D-rings and pad eyes.
