About this file

This is a Service Level Agreement (SLA) attachment for Request for Proposal #171-180000000963 between the Michigan Department of Corrections (MDOC) and a contractor for Online High School Diploma services, effective May 7, 2018. The document outlines five key performance metrics for the program: Educational Functioning Level Gains, Educational Outcomes, Law Enforcement Information Network (LEIN) compliance, Timely Reporting, and Staff Related Downtime. The contractor must ensure 50% of prisoner students achieve appropriate grade level gains and score at a 10th grade level or pass a High School Equivalency Test upon graduation.

The SLA establishes monetary penalties for failing to meet performance standards. Service level credits are assessed when student achievement falls below 50% for educational functioning level gains and educational outcomes, with specific credit amounts based on performance ranges. Additionally, $500 credits are assessed for each occurrence of non-compliance with LEIN requirements, late or inaccurate reporting, and classroom monitor staffing issues. These credits are deducted from subsequent payments to the contractor.
