Summary of Attachment E - Performance Measures and Benchmarks
This document is a performance measurement framework issued by the Maryland Department of Health for the SFY 2027 Sheila E. Hixson Behavioral Health Services Matching Grant Program. The attachment establishes quantitative and narrative performance measures that successful applicants must track and report throughout the initial project period of July 1, 2026, to June 30, 2027. The performance measures encompass multiple service categories including Overdose Education and Naloxone Distribution (OEND), Peer Support, Care Coordination/Management, direct health services, referrals to medical and behavioral health resources, and Opioid-Associated Disease Prevention and Outreach Programs (OADPOP), with specific metrics such as the number of individuals served, service encounters, naloxone doses distributed, test strips provided, and trainings conducted. Applicants are required to establish numeric benchmarks for applicable performance measures and provide narrative progress reports for each Core Activity and Other Allowable Activity detailed in their project narratives.
Grantees must submit quarterly progress reports with supporting documentation by October 15, January 15, April 15, and July 15 demonstrating compliance with approved budgets and achievement of proposed performance measures. The quantitative metrics allow applicants to enter "N/A" for measures not applicable to their specific projects, while narrative updates are mandatory for all activities. This standardized reporting framework ensures accountability and allows the Maryland Department of Health to assess the effectiveness and reach of funded behavioral health programs serving the military-connected population of eligible service members, veterans, and their family members across the state.
