About this file
This is a Mandatory Requirements Checklist for RFP 758 2600000509 issued by the Kentucky Department of Education (KDE) for KETS Network Products & Services. The solicitation seeks vendors to provide network products and services to Kentucky public school districts participating in the E-Rate program. Vendors must comply with all mandatory requirements outlined in the checklist to be deemed responsive; proposals failing to meet any requirement will be rejected without consideration. Key requirements include compliance with Section 508 of the Rehabilitation Act and WCAG 2.0 accessibility standards, identification of E-Rate categorization for products (Internal Connections versus Managed Internal Broadband Services), disclosure of any artificial intelligence functionality, and direct bidding by original equipment manufacturers with limitations on reseller representation.
Qualified vendors must be manufacturers bidding directly and are limited to one bid submission per OEM, with no more than three authorized agents or resellers permitted. All resellers must execute the KETS Network Products and Services Reseller Agreement and comply with E-Rate program requirements, maintain minimum discounts off manufacturer's suggested retail price, obtain OEM approval for school district mini-bid responses, and provide quarterly sales and activity data. Vendors must establish an account team including a single point of contact knowledgeable in KETS contracts, the E-Rate program, and Kentucky's public school system. Equipment deliveries must occur within thirty calendar days of purchase order receipt, with one year of primary service coverage and warranty included in initial purchase costs. Leasing agreements exceeding $100,000 require KDE approval, and vendors must maintain an active price list identifying KETS and E-Rate eligible products with current manufacturer's suggested retail prices clearly distinguishing eligible from ineligible components.
