About this file

This is a Mandatory Requirements Checklist for RFP 758 2600000490 issued by the Kentucky Horse Park (KHP), a state of Kentucky entity, for the procurement of a comprehensive campground reservation management system. The project requires vendors to provide a complete web-based, cloud-hosted reservation platform that supports both online and phone-based reservations, along with all associated labor, software, hosting, implementation, support, maintenance, training, and related services. The system must include real-time campsite availability tracking, an interactive visual map of campground sites and facilities, secure payment processing, and a dedicated customer service call center. Vendors must demonstrate compliance with all 14 sections of mandatory requirements, including reservation management, payment processing, reporting capabilities, system integration, implementation services, project management, disaster recovery, data turnover, security protocols, and service level standards.

The checklist specifies that proposals failing to meet all mandatory requirements will be deemed non-responsive and excluded from consideration. Vendors must confirm compliance with each requirement by responding "YES" to every section. Key operational requirements include PCI-DSS compliant payment processing, multi-factor authentication, secure credential management, and vulnerability management. The system must support report filtering by date range, site type, customer data, and revenue category, with export capabilities in Excel, CSV, and PDF formats. Additionally, vendors must provide comprehensive implementation services including system testing, user acceptance testing, staff training, user manuals, post-implementation stabilization support, and disaster recovery procedures with periodic testing. The vendor shall maintain call center performance standards and ensure system reliability during peak demand periods, including large events and seasonal occupancy spikes.
