About this file

This document is instructional guidance from the Commonwealth of Kentucky regarding the submission process for online bids through the Kentucky Vendor Self Service (VSS) platform. The file does not contain information about a specific contract opportunity, project scope, or procurement timeline. Instead, it provides step-by-step instructions for vendors to access the VSS website, locate solicitations, and submit responses to various procurement types including Requests for Bids (RFBs), Requests for Quotes (RFQs), and Requests for Proposals (RFPs). The document outlines the registration and login requirements, search functionality for locating solicitations by Document ID or category, and the sequential submission process consisting of five steps: responding to line items, reviewing a submission checklist, attaching supporting documentation, entering discounts or comments, and reviewing and submitting the final response.

The instructional document emphasizes system functionality and user requirements rather than pricing terms, contract amounts, or specific procurement details. Vendors are required to be logged into their VSS accounts to submit responses and must save changes frequently as the system times out after 30 minutes of inactivity. File attachments are limited to 65,000 KB and should be categorized as either Standard or Proprietary. The document also provides instructions for withdrawing responses, which is only permitted when the response status remains Open. This guidance applies to all state and local procurement opportunities posted through the Kentucky VSS system.
