About this file

This is an Evaluation Criteria Rubric for a Request for Application (RFA) issued by the State of Oregon seeking two separate Sponsoring Organizations to serve as Regional Educator Network (REN) coordinators for the Willamette Valley and South Coast regions during the 2026-2027 fiscal year (July 1, 2026 to June 30, 2027). The RFA requires applicants to demonstrate organizational capacity, equity commitment, regional partnership capabilities, and fiscal management competency through responses to 13 evaluation questions. The rubric allocates 48 points for Sponsoring Organization Capacity and Readiness, 14 points for Commitment to Equity, 32 points for Regional Partnerships and Capacity, and 6 points for Fiscal Management, totaling 100 available points. Applicants must provide evidence of alignment with Oregon Revised Statutes 342.943(3) and (4) regarding REN policy goals, demonstrate effectiveness through data and measurable outcomes, and show experience supporting educators across all career stages while responding to changing student needs.

The evaluation criteria emphasize evidence-based responses requiring applicants to provide specific examples, disaggregated data, and documented outcomes demonstrating direct organizational impact. Critical evaluation areas include the organization's experience coordinating multi-district initiatives, embedding equity principles in organizational decision-making, leveraging existing regional partnerships, elevating teacher leadership in policy and practice decisions, and managing funds responsibly for professional learning and educator support. Applicants must demonstrate meaningful educator engagement in program design and implementation, ability to identify and address regional disparities, experience building educator capacity through sustained professional development strategies, and established systems for ensuring equitable access and consistent implementation across geographically diverse districts within the region.
