About this file
This document is an Attachment E Evaluation Criteria and Proposal Submission Requirements for a Customs and Border Protection (CBP) auto parts concession contract. The document outlines three key evaluation factors for vendor proposals: Technical Approach, Past Performance Evaluation, and Price Evaluation. For the Technical Approach, vendors must submit a Program Management Plan demonstrating understanding of contract requirements, ability to staff key personnel, financial soundness, and process improvement strategies, as well as a Staffing Plan showing capability to meet work effort levels, obtain security clearances, and retain qualified personnel.
The solicitation will be awarded on a Lowest Price, Technically Acceptable (LPTA) basis, with Factors 1 and 2 considered equally important and given more weight than pricing. Vendors can submit up to three past performance questionnaires from similar contracts, and those without extensive past performance history can provide key personnel or subcontractor experience. Proposals will be rated as either "Acceptable" (meeting minimum requirements) or "Unacceptable" (failing to meet requirements). The government will select the most advantageous offer that is conforming, fair, and reasonable, with the Source Selection Authority having discretion to determine technical proposal equivalence.
