About this opportunity

The Department of Homeland Security Customs and Border Protection El Paso Sector is soliciting a full-service in-house auto parts supply concession to support their fleet vehicle operations. The contractor must provide comprehensive auto parts inventory, same-day or next-day delivery, process purchases using government fleet credit cards and WEX cards, and operate on a flexible schedule to accommodate maintenance workflow demands. Key requirements include maintaining on-hand inventory of over 80 different automotive components, providing technical parts ordering advice, implementing weekly financial reporting with monthly billing cycles, and ensuring all personnel can pass background investigations for security clearances. The solicitation will be awarded using Lowest Price Technically Acceptable (LPTA) evaluation criteria, with Technical Approach and Past Performance Evaluation weighted equally and given more importance than price. Proposals are limited to 10 pages and must be submitted electronically by 5:00 PM on July 11, 2025, with the contract period beginning August 1, 2025.

This opportunity is set aside exclusively for small businesses under a Total Small Business designation, with a firm fixed-price Blanket Purchase Agreement structure. The contract includes a base year from August 1, 2025 through July 31, 2026, plus two additional one-year option periods extending through July 31, 2028, creating a potential three-year engagement. The concession will be located at the El Paso Sector Fleet Garage in El Paso, Texas, and must operate during fleet maintenance hours from 6:00 AM to 4:30 PM while also serving multiple remote out-stations across Texas and New Mexico. The parts inventory encompasses 89 unique automotive components with monthly quantity ranges varying from 1-5 units for specialty items like 55-gallon oil drums to 25-100 units for common maintenance supplies. Performance will be monitored through a comprehensive Quality Assurance Surveillance Plan requiring 95-100% compliance across all service areas, with semi-annual performance assessments determining contract continuation eligibility.
