E45.01 MANUFACTURING QUALIFICATION REQUIREMENTS (RP FUELS) (AEROSPACE ENERGY)

(DLA ENERGY OCT 2017)

(a) PRE-AWARD SAMPLES. The propellant furnished under this contract shall be a product which has been sampled and tested, as specified below, and has met the requirements specified in the detail specification when tested by the U. S. Government laboratory prior to contract award.

(1) The offeror shall prepare two homogenous two-gallon samples for each of the following grades of Propellant, Rocket Grade Kerosene (RP) Fuels: RP-1 and RP-2. These samples shall consist of product that is developed from one of the following techniques:

(i) Produced/blended from an existing production plant.

(ii) Produced from a pilot plant that utilizes the same process, including the same materials of construction as the offeror's proposed production plant.

(iii) Blended utilizing feedstock from the offeror's proposed supplier(s).

One sample (two gallons) of each grade of product shall be tested by the offeror in accordance with the most current revision of MIL-DTL-25576. Submit an email copy of the results of the pre-award analysis to the DLA Aerospace Energy Contracting Officer and tech.prop@dla.mil.

(2) The offeror shall submit their second set of pre-award samples (the remaining two gallon samples of each grade of product listed in paragraph (a)(1) above)) to:

AEROSPACE FUELS LABORATORY

AFPET/PTPLA

2430 C STREET, BUILDING 70, AREA B

WRIGHT-PATTERSON AFB, OH 45433-7632

(3) The offeror is responsible for all costs associated with meeting the pre-award sampling requirements and shipping the samples to the assigned U. S. Government laboratory identified in paragraph (2) above.

(4) If any of the pre-award samples analyzed by the U. S. Government laboratory fail to meet MIL-DTL-25576 requirements, the offeror, at their expense, will be allowed to resubmit a subsequent sample(s) for the grade(s) that failed the pre-award analysis. In no case will the contract award date be adjusted to accomodate the requirements for pre-award sampling. It is solely the offeror's responsibility to have their initial samples and any resubmission of samples analyzed prior to contract award. Offerors that fail to submit a sample that meets the specified requirements of MIL-DTL-25576 for each grade of product required by this contract provision shall be evaluated as technically unacceptable.

(b) The offeror's laboratory analysis may either be conducted at the offeror's on-site laboratory facility or the offeror may utilize an independent commercial laboratory. The offeror shall ensure that all samples submitted are properly labeled with product name and grade, lot/batch number, and a request for full specification testing in accordance with the most current version of MIL-DTL-25576.

Each sample's label should also clearly identify sample origin and also request that sample results are emailed to the DLA Aerospace Energy Contracting Officer and to tech.prop@dla.mil.
