About this file
This document appears to be a series of figures and photographs related to a state and local contract opportunity focused on Frontenac Pond and Wells Creek. The figures provide historical aerial imagery, LiDAR data, and water level measurements that highlight changes to the pond and creek over time, including issues with channel downcutting, flooding, and unauthorized modifications to a temporary dam. The document indicates this information may be relevant to a contract opportunity, but does not provide details on the specific products, services, response dates, or other contractual terms.
The figures show the extent of environmental changes and challenges in the Frontenac Pond and Wells Creek area, which could inform a related state or local government project. However, the document does not contain pricing information, funding sources, incumbent contractors, or other salient business details typically found in a contract solicitation or award.

Figure 2. Aerial photographs from 1958 and 1984 showing changes in Wells Creek channel and bridge locations.
Figure 3. LiDar image of Frontenac Pond area showing existing embankment that can route flood flows into the pond and force flows into the outlet channel.
Figure 4. Photos from 2001 and 2023 taken at the confluence of the pond outlet and Wells Creek. 2001 photo shows the sand filled, elevated channel that effectively raised the elevation of Frontenac Pond. The 2023 photo shows the extent of downcutting that occurred when the bed elevation of Wells Creek was 5-6 feet lower than in 2001.
Figure 5. Water surface elevation of Frontenac Pond measured at culvert at the upstream end of the pond 2001-2020.
Figure 6. Water surface elevation of Frontenac Pond measured at culvert at the upstream end of the pond 2019-present.

Figure 9. Temporary sandbag dam constructed on pond outlet channel during summer 2020.
Figure 10. Photos of unauthorized work done to temporary dam, raising water level of pond and causing flow to flank around dam.
Figure 11. Photos of outlet channel above beaver dam (top left) and various spill points occurring across the face of the beaver dams with potential to cut uncontrolled channels.
