About this file

This is a certification document required by the South Carolina Department of Transportation (SCDOT) for contractors and consultants bidding on the Anderson County Drainage Repairs S-301 project. The certification, effective September 9, 2020, establishes conflict-of-interest provisions that must be satisfied as a condition precedent to contract execution and maintained throughout the contract period. The document requires the authorized representative of the contractor or consultant to certify compliance with Section 57-1-350(G) of the South Carolina Code of Laws, which prohibits SCDOT Commission members from holding direct or indirect interests in project proposals, bids, or any resulting contracts, franchises, privileges, or benefits—including those flowing through subcontractors, consultants, vendors, or suppliers—during their term of appointment and for one year following termination.

The contractor or consultant must certify that it and all of its consultants, sub-consultants, contractors, vendors, suppliers, employees, and agents will comply with these conflict-of-interest provisions. The certification requires the signature, printed name, date, and title of an authorized representative. This document serves as an ongoing obligation that extends from the procurement and award phase through the entire contract period, ensuring that no prohibited interests exist at any stage of the project execution.
