About this file
This document is Exhibit A – Price Proposal Sheet for the City of Bay City's On-Call Water and Wastewater Utility Repair Services Time and Materials Contract. The exhibit provides a comprehensive pricing template for contractors to complete, covering labor and equipment rates for various utility repair services. The proposal requires contractors to submit fully burdened rates for multiple labor classifications including Supervisor, Foreman, Equipment Operator, General Laborer, TCEQ Licensed Utility Installer, and CDL Driver, with separate rates for regular and emergency response work. Equipment rate schedules include multiple machine types such as excavators, backhoes, dump trucks, pumps, and specialized utility construction equipment.
The pricing document establishes a material reimbursement policy where materials will be reimbursed at actual cost plus a markup percentage that contractors must specify. Emergency work is defined as work requiring response within 2 hours of city notification due to health, safety, or essential utility service risks. The proposal includes a mobilization fee section for emergency work and explicitly states that no idle time or transit time will be billable without prior written city approval. Contractors must apply consistent markup rates across all materials and no markup will be applied to city-supplied materials. The document serves as a standardized pricing instrument for potential contractors bidding on the utility repair services contract.
