About this file

The document is a Technical Reply Worksheet for Invitation to Negotiate (ITN) No. DMS-24/25-249 by the Florida Department of Management Services, seeking Healthcare Transparency Services. The ITN requires vendors to submit a detailed portfolio responding to specific technical criteria across seven evaluation sections: Business Operations, Provision of Services, Implementation, Support and Customer Service, Website and Data Processing, Audits, and Corporate Information. Respondents must provide comprehensive details about their healthcare transparency platform, including website capabilities, quality rating methodologies, cost-sharing mechanisms, customer service processes, data security protocols, and implementation strategies. The contract is set to commence on January 1, 2025, with an initial four-year term and potential for up to four additional one-year renewals.

The estimated annual contract value is approximately $1,200,000, funded through the state's existing health insurance budget. The healthcare transparency services will support Florida's state group health insurance plan, which currently includes four medical benefit plan design options through Florida Blue Cross Blue Shield and three separate HMOs. Vendors must demonstrate expertise in creating an online platform enabling state health insurance enrollees to compare healthcare service costs and quality, with the ability to provide financial rewards for choosing lower-cost providers. The solicitation requires vendors to maintain various insurance coverages, including commercial general liability and professional indemnity insurance, with minimum aggregate amounts of $5 million. Intellectual property developed under the contract will be owned by the Department of Management Services, with no additional compensation beyond negotiated fees permitted.
