About this file

This document is a Cost Reply Attachment for an Invitation to Negotiate (ITN No. DMS-24/25-249) issued by the State of Florida's Department of Management Services for Healthcare Transparency Services. The solicitation covers a contract period from January 2026 through January 2033, with projected enrollment ranging from 194,787 to 198,495 participants. Respondents are invited to submit pricing proposals using four different fee structures: Per Enrollee Per Month (PEPM) Fees, Utilization Based Fees, Contingency Based Fees, and Fixed Monthly Price. Bidders may respond to one or multiple worksheets and are expected to provide detailed pricing information for both initial and renewal contract terms.

The pricing worksheets allow vendors to propose fees through various methodologies, including per enrollee monthly rates, utilization-based pricing tied to specific enrollment bands, contingency fees based on percentage of savings, and fixed monthly pricing. While the specific fee amounts are left blank in this attachment, suggesting they will be competitively proposed by vendors, the document provides a structured framework for pricing transparency services. The solicitation appears designed to give the State of Florida flexibility in selecting a vendor that can provide the most cost-effective and comprehensive healthcare transparency solution across multiple potential pricing models.
